Au sein de GOV, la Division de la gestion publique et de la budgétisation (GOV/PMB) aide les pays à améliorer les performances de leur secteur public. Conformément à une démarche de bonne gouvernance et de viabilité des finances publiques, elle aide les pays à atteindre leurs objectifs stratégiques grâce à des dispositifs visant à affecter les ressources budgétaires aux domaines prioritaires, à organiser les institutions de façon à leur permettre de remplir leur mission et à renforcer les compétences de la fonction publique, y compris à ses plus hauts échelons. Description du poste Responsabilités principales Recherche, analyse et rédaction Mener et diriger des travaux de recherche et d’analyse sur les principales questions de budgétisation et de gestion publique, notamment sur les enjeux de l’action publique et les initiatives de réforme propres à différents pays. Aider à superviser l’élaboration d’un cadre de bonnes pratiques et d’indicateurs comparatifs de portée internationale. Contribuer aux études thématiques et aux examens par pays de l’OCDE, notamment sous la forme d’évaluations et de recommandations en matière d’action publique. Apporter un soutien aux pays pour qu’ils progressent dans la mise en œuvre des recommandations de l’OCDE et des initiatives nationales de réforme. Fournir des contributions claires et concises à des rapports en vue de leur examen par des comités de l’OCDE, ainsi que des notes de synthèse et d’autres communications destinées aux responsables publics et à un public plus large. Expérience professionnelle Au moins trois à cinq ans d’expérience professionnelle dans le domaine de la budgétisation et de la gestion publique. Une expérience dans une administration nationale ou une organisation internationale constituerait un atout. Sens de l’organisation ; aptitude à travailler efficacement à partir d’instructions générales avec un minimum de supervision.
