Résumé du poste  Vous contribuerez à l’analyse et à l’optimisation du système de sécurité en place, proposerez des mesures correctives et appuierez la mise en œuvre d’actions visant à mieux sécuriser le personnel et les biens de CRS, en conformité avec la directive de sûreté et de sécurité du personnel de l’agence. Vous suivrez de façon constante, l’évolution du contexte sécuritaire actuel de la région, et l’évaluerez, en vue de présenter un rapport succinct et proposerez des protocoles additionnels et/ou des mises à jour du “Fiel Security Plan” (SFP) et du “Standards Operating Procédures” SOP si besoin. Vous serez basé à Goma. En coordination étroite avec le Conseiller régional en sûreté et sécurité,  vous  veillerez à l’application stricte des règles de sécurité par le personnel auxiliaire dédié à cette tâche, avec la surveillance des actifs (équipements, Bureaux et résidences) et des interventions sur les biens des locaux de CRS afin de prévenir et minimiser les risques multiformes.  Rôles et responsabilités clés * Collecter en continu des informations sécuritaires auprès des autorités et d’autres partenaires tel UN, ONG, autorités traditionnelles, relais locaux  * Analyser ces informations et tenir le chef de bureau/Gestionnaire de Projet Urgences informée de toute situation pouvant affecter CRS et ses partenaires  * Effectuer systématiquement une orientation (pour le 24 première heures) à l’attention des visiteurs du Bureau et les agents nouvellement recrutés sur le contexte sécuritaire, les consignes de sécurité ainsi que les restrictions pour les déplacements ;  * Assurer la mise à jour du Plan de Sécurité du Personnel sur le Terrain une fois par an. Selon le cas, il initiera des mémos sur la sécurité ou mettra à jour des mémos existants selon les besoins du contexte sécuritaire. * Finaliser le plan de contingence et le diffuser aux membres du personnel par mail et lors des réunions.  Il mettra à jour l’arbre de communication et le Frontline SMS et testera leurs fonctionnalités au moins une fois par mois. Participer aux réunions concernant la sécurité organisée à Goma OCHA/UNDSS, Réunions d’Information OCHA, réunion inter ONG…) ou sur les lieux de présence ;Créer, développer et maintenir un réseau d’information et d’échange contextuel et sécuritaire (ONG, UN, autorités, etc.) dans les zones d’intervention de CRS.Elaborer et gérer un système de signalement et de cartographie des incidents  * Veiller au bon fonctionnement des équipements de sureté et de sécurité disposés au niveau du bureau, des résidences et magasins tel que : (extincteurs, groupe électrogène, alarme, téléphone satellite, trousse de premier secours, malle d’urgence.) ;    Qualifications préférées * L'expérience avec une ONG locale ou internationale est un plus. * Une formation supplémentaire peut remplacer un peu d'expérience. * Expérience et compétences compétentes dans les logiciels MS Office (Excel, Word, PowerPoint, Visio) et les systèmes de gestion de l'information.   Connaissances, compétences et aptitudes * Avoir une expérience probante dans les forces de défenses et de sécurité est un atout.  * Être de bonne moralité personnelle et faire preuve d’esprit de probité.  * Être apte à travailler en équipe. * Être à mesure de s’exprimer correctement en français (parlé et écrit). * L’anglais est un atout   Langues requises : français  (lu et écrit) et des langues locales.
