Position: Engineering Technologist, Roads & Utilities (temporary for up to 6 months) Salary: $35.82 to $43.99/hr Union: CUPE Reports to: Manager, Energy Management and Utilities Purpose of Position: Reporting to the Manager, Energy Management and Utilities, under the overall direction of the Executive Director - Infrastructure Services, the Engineering Technologist, Roads & Utilities evaluates and coordinates rehabilitation projects; assists with technical assessments on traffic operations and/or studies; coordinates utility related activities; provides technical assistance and/or prepares designs and drawings for a variety of civil engineering projects, prepares cost estimates and contract documents; administers and provides inspections; assists with the preparation, coordination and compiling of review comments on engineering submissions to ensure adherence to plans, specifications, and conditions to satisfy the Municipality’s engineering standards and industry best practices. Qualifications & Experience: Must have a 3 year diploma in Civil Engineering Technology or equivalent. Must have CTech or CET designation. Must be a member in good standing with the Ontario Association of Certified Engineering Technicians and Technologists (OACETT). Minimum of 4 years progressive experience in the field of infrastructure and development engineering. Experience with ESRI and ACAD software tools and project management applications would be an asset. Must have customer service experience. Must have experience in project management. Must have experience in preparing technical reports and memos. Must have experience establishing professional relationships and networking. Must hold a valid Ontario driver’s “G” license. Knowledge & Skills: Must be able to demonstrate advances analytical skills, problem solving skills, tact, diplomacy, confidentiality, and effective time management skills. Familiar with municipal engineering design guidelines and Ontario Provincial Standards and Specifications. Familiar with all relevant Federal and Provincial legislation concerning all matters of municipal engineering including the Environmental Assessment Act, Highway Traffic Act, Drainage Act, Public Transportation Highway Improvement Act, and any other legislation and regulations. Familiar with soil removal and deposition processes. Major Responsibilities: Review of design drawings and inspect construction sites to ensure compliance with the Municipality’s engineering standards and applicable legislation relating to public safety. Provide technical input and comments on designs and drawings for a variety of civil engineering projects, including sanitary and storm sewers, water main, pumping stations and drainage works, pavement, curb and gutter, etc. Provide feedback regarding establishing existing and future infrastructure requirements and standards for the Municipality. Provide information for the preparation of project estimates, milestones for municipal and construction scheduling and contract documentation. Maintain condition assessments and infrastructure management studies for roads, signage, sidewalks, bridges, culverts, traffic signals, sewers, water mains, and railway crossings as required. Prepare technical reports and review designs utilizing the Local Improvement Act, Ontario Building Code, OPSS, and OPSD. Provide information for the maintenance, summary, and analysis of traffic counts, speed data, safety at intersections and along roadways, including coordination with consultants as required for support. Analyze and make recommendations related to traffic calming, speed reduction and safety related to existing roadway conditions and design, all in conformance to changing standards and requirements. Assess and make recommendations for improvements across the Municipality related to the safety of intersections and set priorities on recommendations and funding. Prepare specifications and reports including the preparation of contract documentation for the procurement of tender and proposal bids to support roads and utilities. Provide technical information and data to external consultants, utility companies, ratepayers and coworkers in other municipal departments. Provide information for the preparation of the annual budget related to the review and inspection of road and utility projects and/or proposals. Coordinate and manage approvals related to use of the Municipal right-of-way by third parties. Provide technical information, comments and approvals on the location of all requests to install utilities such as hydro, gas, telephone, cable TV and other telecommunication plant within the municipal/public right-of-way. Respond to request for information from lawyers and realtors on proposed land transactions related to roads and utility matters. Attend meetings to provide input on engineering proposals, including coordinating comments. Liaise with external government agencies, neighbouring municipalities, local agencies and organizations on municipal related matters related to traffic, safety, roads and utilities. Prepare conceptual engineering and design reports, studies, and drawings related to projects, as required. Complete field inspection as required for works initiated by the Municipality to ensure adherence to relevant Engineering Agreements and contract documents. Monitor and track utility projects for required securities and timing of releases, and/or reductions, all in conformance with approvals and agreements. Collection, distribution and filing of record drawings, sewer videos, gas & hydro drawings. Provide technical comments regarding reviews of traffic studies and traffic operational issues in the Municipality. Coordinate and chair quarterly utility coordination committee meetings. Investigate and respond to public complaints, as required. Complete investigations for various engineering matters related to roads and utilities. Coordinate field inspections, undertake contract administration, prepare payment certificates, and ensure quality control on all assigned projects. Provide technical comments for the preparation of the development of policies and by-laws relating to transportation, roads and utilities. Provide technical comments in the preparation of committee and council reports, including investigations, analysis, and recommendations for engineering and transportation projects and related matters. Support development reviews, as required, with respect to roads and utilities. Support Public Works, Capital Projects, Water Management, and Drainage Divisions as required. Other duties as assigned. Decision Making & Judgement: Work is performed under the general direction of the Manager – Energy Management and Utilities and Executive Director - Infrastructure Services Work with the Capital Projects Division and Community Planning Division.
