Since 1874, the Akron-Summit County Public Library (ASCPL) has been an essential community asset. REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

Required: High school diploma or equivalent with some college coursework or an Associate’s degree. Knowledge of the principles and practices of Human Resources administration. Knowledge of local, state, and federal laws pertaining to Human Resources management. Knowledge of standard administrative office procedures. Skill in customer service. Skill in record maintenance. Skill in data entry. Ability to maintain confidential information. Ability to create reports from data collected from various software packages. Understanding of the principles of intellectual freedom. Ability to use a computer and job-related software or systems applicable to the essential functions of the job. A valid driver’s license, automobile insurance, and reliable personal transportation. Ability to pass criminal background and education verification checks. Ability to lift light objects (less than 25 pounds) and carry them short distances (50 feet or less). Ability to work irregular hours, including evenings and weekends, as needed.
Preferred: Bachelor’s degree. 2 or more years of related experience.

Responsibilities

The ASCPL is hiring a Human Resources and Public Services Assistant to support our Mission Statement to provide resources for learning and leisure, information services, meeting spaces, and programs for all ages that support, improve, and enrich individual, family, and community life.

The Human Resources and Public Services Assistant works on-site 37.5 hours per week and performs a variety of administrative and support duties for the two agencies served, including facilitating programs and activities, including the following:

  • Assists with the hiring process by preparing, distributing, and managing job postings and, when requested, scheduling employment interviews.
  • Collects, interprets, and responds to staffing requests submitted from agency Managers, Librarians, and other public service staff, prioritizing requests based on organizational public service needs. Fulfill staffing requests with Substitutes, agency and division Managers, Librarians, and other public service staff requesting staffing coverage, including negotiation and flexible placement.
  • Arranges work assignments for Floater PSAs when they are not needed to cover other employee absences.
  • Maintains the employee filing system and employee history. Coordinates the Human Resources information systems, including entering data, generating reports, maintaining the official employee job history record, and collecting and preparing human resources statistics.
  • Assists with employee orientation, including conducting the Human Resources portion of orientation in the absence of the Human Resources Generalist.
  • Ensures that all required new hire paperwork is completed and submitted to Human Resources following orientation, including Age and Schooling Certificates.
  • Maintains an adequate supply of Voter Registration forms and sends them to Library agencies on request. Transports completed voter registration forms to the Summit County Board of Elections office.
  • Creates and maintains electronic records of Floater PSA and Substitute PSA work shifts; provides statistical reports on these work hours as needed.
  • Arranges and schedules departmental and branch training shifts for new Substitute PSAs beyond Employee Orientation, including communicating with agency Managers to arrange shifts in coordination with agency schedules.
  • Assists with the benefits administration process, including open enrollment.
  • Maintains database records of employee wellness reimbursements, professional membership reimbursements, and emergency leave approvals.
  • Coordinates all phases of the yearly service award program.
  • Serves as alternate contact person for the Public Service Office in the absence of the Downtown Services and Neighborhood Services Managers.
  • Prepares and distributes employment-related letters.
  • Performs a variety of support duties, including preparing correspondence, reports, and memorandum; scheduling; filing, recordkeeping, and employee data processing; collecting and distributing departmental mail; ordering and maintaining departmental supplies; scheduling service calls; and performing related duties.
  • Performs other duties as assigned.
