BASIC REQUIREMENTS

Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that you demonstrate specialize experience in each of the following five competencies:

  • Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
  • Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
  • Knowledge of a specialized public health program.
  • Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.
  • Skill in oral and written communication, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.

As a Supervisory Public Health Analyst, you will use your knowledge of and experience with managing public health programs to optimize business results and customer experience by:

  • Developing, coordinating, and implementing substance use treatment and prevention program policies.
  • Directing continuing systematic evaluations of the effectiveness of established policies to determine areas where modifications are indicated.
  • Serving as the Policy Officer for public health programs and interacting on a frequent and recurring basis with Center leadership and the Center Division Directors to discuss, provide recommendation for, and make determinations on policy issues which impact the agency.
  • Examining legislative and public health policy issues which affect the funding, management, and viability of the nation`s public substance use prevention/treatment resources, efforts, and knowledge development, dissemination and utilization.
  • Assisting in the preparation of testimony, briefing materials, and reports to be presented at Congressional hearings and committee meetings.
  • Overseeing the development of the Center budget and advises the Center Director and Deputy Director on the most advantageous means of presenting public health programs to the Assistant Secretary for Mental and Substance use, the Department of Health and Human Services, Office of Management Budget, and Congress. Oversees the implementation of the budget throughout the fiscal year, reviewing the budget and reallocating resources to meet program needs and in forecasting fiscal program requirements.
  • Supervising approximately 10-12 professional and support staff, most of whom are public health analysts/advisors.
  • Planning, assigning, and reviewing the work of subordinates.
  • Establishing performance plans, evaluating performance and recommending personnel actions

Specialized Experience: To qualify for this Supervisory Public Health Analyst position at the GS-15 level, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis:
