The Position: The consultant will be responsible for: Developing a contextualized training package on safe and ethical technology use in GBV intervention programmes and strengthening the capacity of UNFPA staff, implementing partners, and MASS programme stakeholders. Conducting a structured assessment of one existing GBV tech product and its implementation tools (e.g., national GBV helpline) using the 'Safe & Ethical Use of Technology - Assessment Tool for Pre-existing Technology', with active stakeholder engagement, validation, and dissemination of findings. The consultant will work under the supervision of the GBV/Gender Advisor, with support from the GBV/Gender Programme Analyst and the TFGBV Programme Analyst, and under the overall guidance of the Deputy Representative, to maintain consistency and quality in the two outputs. Job Purpose: UNFPA is the UN’s sexual and reproductive health agency committed to improving lives in 150 countries and territories worldwide. Funded by Global Affairs Canada, the Making All Spaces Safe (MASS) global programme is being implemented at the global level and in Benin and Kenya between March 2024 and March 2027. The aim of the programme is to increase the benefits of technology, free from gender-based violence and discrimination, for women and girls in all their diversity. To achieve this goal, the programme works across three main pillars: response, prevention, and law and policy, as well as through cross-cutting research and convening efforts. MASS is one of the first global programmes to address the emerging issue of Technology-Facilitated Gender-Based Violence (TFGBV). Technology has transformed how people communicate, access services, and engage in society. offer immense opportunities to strengthen and scale up access to information, services, and commodities for SRHR and GBV, with potential to reach those most marginalized. While technological innovation and digitalization present opportunities to enhance and strengthen GBV prevention and response, they also carry risks of harm, particularly for women, girls, and those who are most marginalized. Ending GBV and harmful practices is one of three transformative results in UNFPA’s Strategic Plan 2022-2025. This goal can only be realized if TFGBV is comprehensively addressed and integrated into existing GBV programming, as outlined in UNFPA’s GBV Operational Plan, Flourish. To this end, UNFPA has developed global normative guidance, including the Guidance on the Safe and Ethical Use of Technology to Address Gender-based Violence and Harmful Practices: Implementation Summary and the ‘Safe & Ethical Use of Technology: Assessment Tool for Pre-existing Technology’ to support safe design, deployment, and monitoring of digital solutions for GBV interventions. In Kenya, UNFPA seeks to advance this agenda by: Developing a contextualized training package on safe and ethical technology use in GBV intervention programmes and strengthening the capacity of UNFPA staff, implementing partners, and MASS programme stakeholders. Conducting a structured assessment of one existing GBV tech product and its implementation tools (e.g., national GBV helpline) using the 'Safe & Ethical Use of Technology - Assessment Tool for Pre-existing Technology', with active stakeholder engagement, validation, and dissemination of findings. You would be responsible for: Background and Overall: Under the supervision of the GBV/Gender Advisor, with support from the GBV/Gender Programme Analyst, the TFGBV Programme Analyst, the consultant will be responsible for: Developing a contextualized training package and delivering capacity-building sessions on safe and ethical use of technology in GBV intervention programmes. Conducting an in-depth assessment of one selected GBV technology solution in Kenya and providing actionable recommendations for improving safety, ethics, and survivor-centered design, with active stakeholder engagement, validation, and dissemination of findings. Training Package and Assessment in Kenya: Summary of Key Deliverables General: ○ Onboarding and inception meeting with UNFPA Kenya. ○ Detailed inception report for review and approval by UNFPA Kenya. ○ Brief report documenting and summarizing the study process. Training Package for the Guidance on Safe and Ethical Use of Technology for GBV Intervention programmes in Kenya: ○ Draft and final training package in electronic format. ○ Delivery of physical training for targeted stakeholders. Assessment of GBV Tool and Implementation Tools ○ Draft assessment findings using the UNFPA’s Assessment Tool for Safe and Ethical Technology in electronic format.. ○ Virtual and/or physical consultations with relevant stakeholders. ○ Validation workshop with relevant stakeholders. ○ Final assessment findings. ○ Dissemination of findings. Component 1 - Training Package Development and Capacity Building: Detailed Process Inception Phase: Conduct initial consultations with the GBV/Gender Advisor, the GBV/Gender Programme Analyst, and the TFGBV Programme Analyst to clarify expectations and ensure alignment. Prepare a combined inception report for Components 1 and 2, including background and objectives, methodology with rationale, the proposed training package development approach and questions, proposed data collection tools, data analysis plan, risk and mitigation measures, resource needs, and a detailed work plan for the consultancy for review and approval by UNFPA Kenya. Conduct a desk review of existing and relevant material, which will be used to inform the training package development. Training Package Development Phase: Review UNFPA’s global Guidance on Safe and Ethical Use of Technology for GBV Programmes and adapt it to the Kenyan context. Develop a draft, comprehensive training package, including but not limited to facilitator guides, participant handouts, presentation decks, and practical case studies, and submit them to UNFPA Kenya for review and input. Incorporate UNFPA Kenya’s feedback and submit the final training package in electronic format to UNFPA Kenya alongside any relevant material to a shared Google Drive folder. Training Phase: ● Facilitate one (1) three-day physical training session for UNFPA staff (IT, Gender, GBV), implementing partners, and relevant MASS Programme stakeholders, and provide guidance on safe and ethical practices for technology integration into GBV programmes in Kenya. Component 2 - Assessment of GBV Tech Product and Implementation Tools: Detailed Process Inception Phase: Conduct initial consultations with the GBV/Gender Advisor, the GBV/Gender Programme Analyst, and the TFGBV Programme Analyst to clarify expectations and ensure alignment. Prepare a combined inception report for Components 1 and 2, including background and objectives, methodology with rationale, the proposed assessment metrics and tools, risk and mitigation measures, resource needs, and a detailed work plan for the consultancy for review and approval by UNFPA Kenya. Secure required approvals/ethical clearances (where applicable). Assessment Phase: Map out GBV technology products with implementation tools (e.g., mobile app, hotline, or online platform) for assessment, and select one product in consultation with UNFFPA Kenya. Review the UNFPA’s Safe & Ethical Use of Technology – Assessment Tool for Pre-existing Technology and adapt it to the Kenyan context for the assessment exercise, in consultation with UNFPA Kenya and the product owner/custodian. Conduct key informant interviews with the product owner(s)/custodian(s), end-users (disaggregated by gender identity, age, sector), and relevant stakeholders (e.g., CSO representatives, potential end-users, safety-by-design practitioners). Reporting, Validation, and Dissemination Phase: Submit the draft assessment findings, inclusive of the adapted assessment tool, for review and input from UNFPA Kenya. Facilitate one validation workshop with stakeholders to review findings and refine recommendations to the adapted assessment tool and assessment findings. Incorporate feedback from the validation workshop and other review processes. Submit 2 final output documents, the adapted assessment tool, and the assessment findings with key recommendations to UNFPA Kenya, alongside any relevant material to a shared Google Drive folder. Support dissemination of findings, including at least one creative format (e.g., podcast, blog, or social media outputs). General Phase: ● Submit a brief report documenting the consultancy process, including providing key stakeholder feedback and contact details and research challenges. Consultancy duration and delivery mode: The consultancy will commence on 7 October and end on 1 December 2025 (56 days). The consultant is expected to work remotely, utilizing their own office space, computer, internet, telephone and other equipment, as needed, to undertake this assignment. Qualifications and Experience: Education: Master’s degree in gender studies, social sciences, or other relevant fields. A degree with a specific focus on gender and technology, or TFGBV would be highly advantageous. Knowledge and Experience: Minimum of five years of professional experience in GBV programming, with a focus on technology, innovation, or digital safety. Specialized knowledge of gender-based violence, technology-facilitated gender-based violence, and technology in the Kenyan context. Proven experience in training design, facilitation, and capacity development. Experience working in the development or technical assessment of technology solutions for GBV programming. Proven experience in conducting similar consultancy assignments. Demonstrated familiarity with survivor-centered, rights-based, and gender-sensitive research approaches. Familiarity with the UNFPA GBV guidance on ethical data collection and management and UNFPA’s ‘A Framework for TFGBV Programming’ and the Guidance on Safe and Ethical Technology for GBV/HP Programmes. Initiative, sound judgment, and demonstrated ability to work harmoniously with teams from different cultural backgrounds.
