What we are looking for: NRC is seeking an experienced Global Shelter & Settlements (S&S) Adviser to support our EURASIA and Latin America (LA) region. Reporting to the Global Lead for Shelter & Settlements, you will provide strategic and technical leadership to Country and Regional Offices, helping to strengthen programme quality, shape effective S&S strategies, and ensure the delivery of high-impact shelter and settlements interventions.   In this role, you will advise and build the capacity of country teams, drive the development of policies, tools, and best practices, and provide technical oversight to ensure programmes meet NRC standards and donor requirements. You will also play a key role in proposal development, identifying funding opportunities, and supporting resource mobilisation across the region. Working within NRC's global technical matrix, you will also collaborate closely with country, regional, and global colleagues to promote innovation, strengthen programme quality, and contribute to organisational learning.    This is an excellent opportunity for a strategic humanitarian leader who combines strong technical expertise with the ability to influence, mentor, and deliver results across diverse and complex operational contexts.   Please note that this is a temporary cover for a period of 9 months and open for NRC internal candidates only. The ideal candidate should be available to start in mid-August 2026.    What you will do: Here are some of your specific responsibilities * Be the primary focal point for COs in Asia, (and coordinate with the GA supporting Europe)  * Be the primary focal point in the S&S team for the LA and EURASIA Regional Office/Team  * Act as the technical expert for NRC globally in a specific sub-area of S&S i.e. Climate and Environment, Gender and DEI, Settlement Based Approaches, Clean Energy provision, market-based approaches etc. responding to technical requests, creating guidance and thought leadership linked to that topic. (Topic to be identified in discussion with GL) * Promote the integration of key CC strategy areas (best practice) into the work of COs, such as Environmental and Climate sensitive programming, participatory approaches, adequate housing and settlement or area-based approaches.  * Take the lead in the identification of pilot projects for the further development of the core competency in the region or CO. Contribute to the communication of results and the development of recommendations. * Contribute to development of systems to facilitate and foster research, evidence building and programme innovation at country, regional and global levels. * Act as a focal point on learning and development initiatives as an integral part of capacity building for the CC within the COs, working collaboratively with other CC and Development Area Advisers and the L&D lead within the regions, and with colleagues at Global Level. * Take part in or support TWGs at the Global Shelter Cluster level. * As part of the pool - support COs in other regions according to prioritization and expertise – in agreement with the GL.
