L’Oppic, l'Opérateur du patrimoine et des projets immobiliers de la Culture, établissement public administratif de 125 agents, sous la tutelle du ministère de la Culture, assure la maîtrise d'ouvrage de grands équipements culturels ou de restauration d’ensemble patrimoniaux emblématiques (exemples : Château de Versailles, Opéra Garnier, Centre Pompidou, Quadrilatère des Archives). En 2024, il a assuré près de 160 d’opérations, réparties sur près d’une soixantaine de sites sur toute la France, dont plus de 70% sont protégés au titre des monuments historiques. L’Oppic pilote également l’opération de relocalisation de son siège avenue du Maine – Paris 15ème, dont la livraison est prévue à l’été 2026. Environnement du poste Au sein de l’une des directions opérationnelles de l’établissement, vous assurez le suivi technique, administratif et financier des différentes phases d’opérations et coordonnez les différents intervenants pour mener à bien les projets. L'équipe projets est constituée d'un chef de projet, de deux chargés d'opérations, et d'une gestionnaire administrative et financière. Dans le cadre de la répartition actuelle du plan de charge au sein de l’établissement, vous participez, sous l’autorité du chef de projets, à la conduite des opérations relatives à la restauration de l’hôtel national des Invalides, du château de Vincennes et du Val-de-Grâce confiés à l’Oppic. Les opérations en travaux comprennent notamment : La restauration du pavillon de la Reine du château de Vincennes (20 M€ TDC) L’extension du musée de l’Armée à Hôtel national des Invalides(15M€) La restauration de la façade nord des Invalides (20 M€ TDC) Les opérations en études comprennent notamment : La restauration de l’église du Dôme à l’Hôtel national des Invalides (39M€) La restauration du Baldaquin de l’église du Val-de-Grâce (1,8M€ TDC) D’autres opérations pourront venir compléter ce portefeuille en fonction de l’évolution du plan de charge de l’établissement. Activités principales Dans une logique de respect des délais, des coûts et du calendrier, vous garantissez le suivi opérationnel des projets et la bonne exécution des ouvrages. A ce titre, il vous appartiendra de : Participer à l’analyse des projets en phase études ; Faire réaliser les diagnostics nécessaires ; Préparer et suivre les dossiers de demandes d'autorisations administratives ; Rédiger les projets de contrats de maitrise d’œuvre, d’AMO et d'entreprises ainsi que les pièces nécessaires à la passation des marchés de travaux ; Organiser les appels d’offres et les consultations ; Préparer et présenter les dossiers pour la commission des marchés : analyse des offres, négociation, rédaction des rapports de présentation des marchés ou des avenants ; Veiller au respect des calendriers et à la bonne exécution des ouvrages ; Proposer le service fait, le cas échéant, le constater ; Participer au suivi financier et budgétaire des opérations ; Gérer les demandes de travaux modificatifs, le cas échéant ; Coordonner au quotidien les différents intervenants et assurer le lien avec les services utilisateurs ; S'assurer du bon déroulement des phases de réception de travaux (OPR, réception, levée des réserves) ; Assister les utilisateurs lors de la mise à disposition de l’ouvrage ; Assurer le suivi de la GPA ; Organiser la clôture des marchés et des opérations ; Organiser et participer à l’archivage. Relations professionnelles En interne : avec les services du secrétariat général (services financier et juridique) et les autres équipes opérationnelles de l’OPPIC ; En externe : avec la maitrise d’ouvrage et avec les partenaires : maîtres d’œuvre, assistants à la maîtrise d’ouvrage, bureaux d’études, utilisateurs, entreprises. Profil recherché : Titulaire d’un diplôme de l’enseignement supérieur, vous bénéficiez d'une expérience professionnelle similaire d'au moins 5 ans dans le domaine de la maitrise d'ouvrage publique. Une expérience en phase chantier est fortement souhaitable. Vous disposez de solides connaissances des acteurs du monde de la construction, des règles de la commande publique, des différentes réglementations applicables ainsi que les techniques du bâtiment. Force de proposition, vous possédez des qualités d’analyse, un esprit de synthèse et une réelle aisance rédactionnelle. Vous devrez faire preuve de : · Rigueur, autonomie et sens de l’organisation ; · Réactivité, dynamisme ; · Esprit d’équipe, aisance relationnelle. Vous maîtrisez les outils bureautiques. Conditions particulières d’exercice Le poste est à pourvoir dès que possible dans le cadre d’un contrat à durée déterminée de 3 ans.
