Description The Solution Architect will serve as the technical strategy and solution lead for task order proposal efforts under the Department of Veterans Affairs’ (VA) Secure, Performant, Reliable, and User-Centered Experiences (SPRUCE) and VA Transformation Twenty-One Total Technology Next Generation 2 (T4NG2) IDIQs. This individual will be responsible for leading solution architecture, technical writing, and supporting team orchestration for competitive proposal responses in support of VA’s digital modernization and holistic IT initiatives. The ideal candidate will bring deep experience within VA’s digital services and IT ecosystem, including prior delivery or proposal leadership roles on VA CEDAR/SPRUCE IDIQ and VA T4/T4NG IDIQ vehicles, and experience working with VA’s Office of the Chief Technology Officer (OCTO) and VA’s Office of Information Technology (OIT). This role requires a strategic thinker with hands-on solutioning skills, capable of translating SPRUCE and T4NG2 performance work statements into compelling, technically sound, agile solutions aligned with VA’s mission and modern delivery principles. Requirements Lead technical solutioning and architecture development for VA SPRUCE and VA T4NG2 task order proposal efforts, ensuring alignment with VA OIT’s Digital Services Playbook, Agile practices, and security standards. Develop multi-disciplinary solution architectures spanning software development, service design and user research, technical advising, data analytics, and product support operations, as defined in the SPRUCE or T4NG2 PWS. Collaborate with capture, proposal, delivery, and pricing teams to shape winning approaches, architectures, and narratives that are compliant, compelling, and cost-competitive. Author and review technical volumes, case studies, artifacts, and oral presentation materials, ensuring clarity, alignment with evaluation criteria, and technical excellence. Serve as primary interface with internal SMEs and teaming partners to design agile, outcome-oriented delivery approaches for each task order that incorporate compliance and risk considerations into technical solutions, aligning with VA acquisition, privacy, & cybersecurity frameworks to reduce award and delivery risk. Stay current with VA technology, architecture standards, and OMB guidance, including Digital Services Playbook, TIC 3.0, IPv6 transition, and VA 6500 cybersecurity requirements. Advise leadership on opportunity fit, teaming strategy, and solution differentiation, based on deep understanding of VA’s enterprise environment, mission priorities, and acquisition trends. Contribute to task order capture strategies, including identifying reusable solution components, past performance, and accelerators. Support the development of reusable proposal templates, playbooks, and solution frameworks to improve speed and quality of responses. Participate in post-award transition planning, ensuring solution integrity from proposal through delivery. Support company leadership in preparing for and participating in meetings with VA decision-makers, helping to translate mission priorities into solution roadmaps and aligning corporate capabilities with VA strategic objectives. Identify and integrate emerging technologies into solution roadmaps Required Qualifications 10+ years of experience in IT solution architecture, digital services delivery, and/or related technical leadership roles. Significant experience within the Department of Veterans Affairs, ideally supporting VA’s Office of Information & Technology (OIT) and Office of the Chief Technology Officer (OCTO). Demonstrated experience leading or contributing to winning proposals under VA CEDAR and/or VA SPRUCE IDIQs. Strong understanding of Agile, DevSecOps, human-centered design, cloud-native architectures, and modern software delivery practices as outlined in OMB’s Digital Services Playbook. Working knowledge of VA cybersecurity standards, including VA Directive 6500, IPv6 adoption, TIC 3.0, and related federal/NIST guidance. Experience developing multi-disciplinary team solutions spanning software engineering, design research, architecture, analytics, and operations. Excellent technical writing and storytelling skills, with ability to craft persuasive proposal narratives for government evaluators. Strong collaboration skills; able to work across capture, Business Development, proposal, and technical teams in a fast-paced environment. Bachelor’s degree in computer science, Engineering, Information Systems, or a related field; advanced degree preferred. Preferred Qualifications Prior VA OCTO and OIT experience as a federal employee, contractor, or trusted advisor. Hands-on delivery or architecture experience on VA enterprise systems under OCTO’s and OIT’s purview. Prior Task Order Solution Architect or Proposal Lead role on SPRUCE/CEDAR and T4/T4NG task orders. Existing VA Public Trust or higher clearance; DoD Secret Clearance Preferred.
