Toronto Water’s Water Infrastructure Management (WIM) section is responsible for the long-term management of the City’s regulated water, wastewater and stormwater management systems and assets to optimize infrastructure investment, level of service, and performance. WIM provides engineering analysis, asset management, infrastructure and capital planning, and policy development and coordination across Toronto Water to serve 3.6 million residents in Toronto and surrounding regions daily, manage over $83 billion in assets, and plan a ten-year budget over $15.1 billion.

Our Water Infrastructure Management section is seeking to fill one Senior Engineer position in each of the following 3 WIM units, reporting directly to the respective unit manager:

  • Analytics & Modelling Services (AMS):
  • AMS provides expertise and support related to water, wastewater and stormwater systems and operations across Toronto Water and to other City Divisions. We lead the development and maintenance of sewer and watermain hydraulic models and undertake capacity assessments to support growth planning, development applications, and operational requests.
  • The Senior Engineer at AMS will be responsible for providing expert input on infrastructure planning, master plans and capacity assessment studies related to the City’s potable water system, with a focus on infrastructure planning for growth. Strong in hydraulic modelling of water distribution, you are proficient in providing internal and external stakeholders with an expert understanding of linear systems and able to break down complex problems to ensure Toronto Water interests and concerns are addressed. Knowledge of other linear conveyance systems is an asset for this position
  • Infrastructure Planning and Programming (IPP):
  • IPP manages watermain, sewer and stormwater management infrastructure to meet service level objectives by undertaking infrastructure condition assessments, developing the capital programs for infrastructure renewal (state-of-good repair) and service level improvements, and supporting the implementation of capital projects.
  • As a Senior Engineer at IPP, you will be responsible for all aspects of stormwater management facilities state-of-good-repair, including planning, programing and implementation.
  • Approvals & Partnerships (AP):
  • AP oversees TW divisional interests through the administration of formal technical review and approvals processes (e.g., ECA/DWWP review, by-law exemptions, etc.), as well as cross-unit/divisional issues coordination on technical issues related to servicing, asset interference and easements, through the application of applicable by-laws/policies/guidelines/design criteria and analysis of impacts to TW infrastructure planning and management.
  • As a Senior Engineer at AP, you will be a technical lead responsible for providing subject matter expertise and advice, oversight on engineering analysis & decision-making, issues resolution and escalation management on high-priority development and growth cases related to servicing infrastructure, while liaising and communicating with internal/external stakeholders, senior management, and mentoring and guiding junior to intermediate engineering staff.

QUALIFICATIONS:

You should bring the following minimum qualifications:

  • Licensed as a Professional Engineer (P.Eng.) in good standing with Professional Engineers Ontario (PEO).
  • Extensive experience in engineering analysis, planning, modelling and design of municipal sewers, drainage and stormwater management systems and/or watermain infrastructure, with a focus on growth management and infrastructure servicing.
  • Considerable experience in water distribution system hydraulic modeling (i.e., InfoWater) and review, hydraulic/hydrologic sewer system modeling (i.e., InfoWorks), and/or Geographic Information Systems (GIS) spatial analysis as decision-making tools in support of capacity assessment studies and planning related to development and growth.
  • Considerable experience in water, wastewater and stormwater management infrastructure asset management, including developing and maintaining infrastructure inventory databases, infrastructure condition assessment, life cycle costing, risk assessment, studies, infrastructure renewal costing and priority setting.
  • Significant experience in and understanding of review, exemption and approval processes related to site-servicing infrastructure, alterations to municipal water and sewer infrastructure, and experience in applying municipal guidelines (e.g., Wet Weather Flow Management Guidelines, Sewer Capacity Assessment Guidelines), design criteria (e.g., Design Criteria for Watermains and Sewers), policies (e.g., Foundation Drainage Policy) and by-laws (e.g., Water Supply and Sewers-Use) for development and growth projects.

In addition, the following skills and experiences would be advantageous:

  • Considerable experience with communication and analytical skills to write policy documents, technical reports, briefing notes, reports to Committee and Council, and responses to inquiries by external agencies and the public, and presentation abilities.
  • Project and stakeholder management skills to plan, lead, manage and implement multidisciplinary projects of varied scope.
  • Proficiency in various competencies, including highly developed interpersonal, employee relations, negotiation, conflict resolution, leadership and problem-solving skills, with the ability to interact effectively with all levels of the organization and to forge solid internal and external relationships.
  • Understanding of applicable Provincial and Federal acts, codes, and guidelines including Safe Drinking Water Act, Ontario Water Resources Act, Environmental Protection Act, Procedure F5-5, Stormwater Management Planning and Design Manual, Design Guidelines for Sewage Works, etc.
  • Experience in review and understanding of engineering documentation needs and requirements relevant to water and sewer infrastructure (e.g., Servicing Report, Stormwater Management Report, etc.), including familiarity with development review process under Planning Act.
  • Familiarity with infrastructure planning, capital planning, scheduling and budgeting of projects.
  • Understanding of infrastructure construction methods & feasibility, and impact analysis.
  • Experience in providing technical evidence, testimony, or conditions to support legal agreements and/or cases.

Responsibilities
  • Act as a subject matter expert on a multi-disciplinary technical team in the areas of storm/sanitary sewer systems, stormwater management systems, water distribution/transmission systems, and infrastructure planning for growth.
  • Provide technical review and advanced engineering input on engineering studies, reports and design drawings, as required, to other sections and divisions on matters related to municipal and environmental engineering.
  • Lead staff and consultants to deliver studies, projects and programs related to growth and capacity of linear systems.
  • Lead, or participate in, multi-disciplinary project teams, supervise/direct internal and external professional engineers and technical personnel, and mentor colleagues.
  • Manage assigned projects, ensure effective teamwork and communication, high standards of work quality and organizational performance, and continuous learning.
  • Ensure that all assigned projects are controlled and completed within established timeframes and approved budget limitations, where applicable.
  • Lead, and/or collaborate in, the development of multi-year capital programs for WIM.
  • Participate in the preparation of capital and operational budgets (including determining long-term infrastructure investment requirements for linear water and wastewater infrastructure to sustainably address growth needs).
  • Review, comment and provide input in developing policies, by-laws, guidelines, technical design criteria and standards, related to growth management and infrastructure servicing.
  • Prepare capital business cases, project charters, RFPs, RFQs, REOls, terms of reference, and scope of work for consultant assignments, including selection and direction of consultants undertaking professional services for Toronto Water.
  • Represent Toronto Water as a technical specialist at meetings with standing committees, internal staff, and external agencies, and consulting with members of the public, external clients and consultants.
  • Prepare presentations, technical reports, briefing notes and staff reports for senior executive management, Councilors, Committee and Community Council, as well as content for public education/communication purposes.
  • Maintain relations with Councilors, the public, other units throughout the City, consultants, other levels of government, government agencies, developers, suppliers and contractors, to ensure effective partnerships related to the job function.
