KNOWLEDGE, SKILLS, AND ABILITIES:

• Program Management within Federal Government or in a heavily regulated environment using but not limited too: Risk Management, Schedule Management, Financial Management (Firm Fixed Price and Labor Hour Categories), Quality Control Plan, Staffing Management, Clearance Tracking, etc.
• Align team with customer needs and building a trusted relationship with the customer.

Understanding of Federal Acquisition Regulation (FAR) with experience with FAR procurement controls.

• Thorough understanding of federal contracting processes from award through contract delivery and Contractor Performance Assessment Reporting System (CPARS) requirements.
• Strong Customer and Partner relationship building experience and skills with a proven track record of influence and impact evidenced by CPARS and contract extensions by direct influence.
• Working knowledge and experience with contemporary engineering practices within commercial arenas; bonus experience in successful application within a Federal Government space or equivalent heavily regulated environment.
• Strong people management skills.

REQUIREMENTS:

• 10+ years of Federal Consulting or Management Consulting in a heavily regulated environment for both FFP and LHC contracts.
• 10+ years of proven enterprise program management executing on program management tasks outlined under responsibilities.
• 5+ years managing contracts over $20 Million in size.
• 5+ years executing program management for engineering.
• Leveraging contemporary engineering practices – product led teams, agile (not waterfall branded as agile), CX/UX design - within the context of a Federal agency.
• 5+ years of managing a team of direct reports.
• Managing a contract as the prime with multiple partner-based sub-contractor or equivalent experience.
• Ability to obtain a Public Trust Clearance, Government clearance or ability to get cleared; having past Secret or equivalent clearance is an indicator of ability to be cleared.
• Within the Washington D.C. metro region – VA, MD, or DC – with ability to take day trips several times a month to engage directly with the customer. Remainder of time will be remote work.

Please note, before applying this is not a Scrum Master role. The job responsibility will not involve any form of scrum leadership. Understanding Agile Ways of Working in commercial industry is a key element to success. This role requires in-depth understanding and experience in Federal contractual program management. Having exposure and/or understanding of how software platforms are built at Google leveraging Product, Design, and self-forming teams will be a requisite skill but is not the focus of the job. The program is not leveraging SAFe nor Federal agile practices but approaching engineering in a manner inspired by Google and Amazon.
This role will be a program manager overseeing two contracts focused on software engineering leveraging contemporary practices for building a target state engineering platform. Practices include product management (as practiced in Silicon Valley companies - think google and amazon), CX design and research, UX/UI Design, self-forming agile teams, and platform engineering.
This role includes engagement of two partners, building customer relationship by becoming a trusted advisor, and management of employees. Expectation is focused on balancing being well managed in all program and contract details, responding with a sense of urgency, and building a solid, trusted relationship with customer and partners alike.
