We are seeking a reliable self-starter to serve as our Medical Leave Coordinator (Human Resources Analyst 1). As a Medical Leave Coordinator, you will be the expert on Family Medical Leave Act (FMLA), the Oregon Family Leave Act (OFLA), Paid Leave Oregon, and the Americans with Disabilities Act (ADA). Whether you are assisting agency employees navigating protected leave options for having or adopting a baby as they expand their families or address ongoing health conditions, we strive to support them using a streamlined, yet very personalized approach. State Management Service personnel are responsible for understanding the Department of Justice’s affirmative action goals and objectives and to develop and implement plans to meet them. REQUIRED EXPERIENCE

  • A bachelor’s degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations or a job-related course of study determined by the appointing authority;

OR

  • Valid Certification as a Professional in Human Resource awarded by the Human Resource Certification Institute, and one-year Human Resource experience;

If you have a valid certification as a SHRM Certified Professional awarded by a nationally recognized organization, substitutes for one year of human resource professional-level experience.
If you have a valid certification as a PSHRA-CP from the Public Sector HR Association substitutes for one year of professional human resources experience.
If you have a certificate in the State Certified Human Resources Professional (SCHRP) program, we will give you 6-months credit towards the three (3) years HR experience if you come to us with a certificate in the State Certified Human Resources Professional (SCHRP) program.

DESIRED SKILLS, EXPERIENCES, AND ATTRIBUTES

  • Experience in a private- or public-sector human resource environment OR with a similar professional and service-minded employer.

  • Familiar with collective bargaining agreements.
  • Intermediate to advanced experience with Microsoft Suite, particularly Word and Excel.
  • Demonstrated ability to effectively prioritize and manage work in order to meet competing deadlines.

ADA (Americans with Disabilities Action)

  • Work with employees and managers on ADA issues, including reasonable accommodations.

Responsibilities

FMLA/OFLA Program Maintenance

  • Maintain the overall FMLA/OFLA program for the agency.
  • Determine when medical certification is required and analyze, review, and issue final determination on all FMLA/OFLA leave requests.
  • Review medical certification forms and other forms of medical documentation to determine approval, denial, or other action to take regard to leave requested.
  • Coordinate leave requests with payroll section to integrate employee benefit coverage and advise managers of leave request processes.
  • Apply federal and state leave laws, regulations, and policies to leave situations consistently and accurately.
  • Respond to questions and provide technical advice, consult with manager, and provide training to managers and employees.
  • Monitor and track leave usage with HRIS records (Workday).
  • Create and maintain confidential employee medical and FMLA/OFLA files.
  • Coordinate the processing of requests for hardship leave donations.
  • Performs other duties as assigned in alignment with DOJ Human Resources Team.

Paid Leave Oregon (Family Medical Leave Insurance – FLI)

  • Maintain the overall FLI program for the agency. Participate in DAS led forums to stay up to date in changes to the program.
  • Manage and maintain files from the OED system, FRANCES.
  • Coordinate leave notifications with the payroll section to integrate employee benefit coverage and advise managers of leave request process.
  • Provide guidance and communication to employees and managers regarding notifications from OED about Paid Leave Oregon.
  • pertaining to the FMLA/OFLA/FLI program.
  • Performs other duties as assigned in alignment with DOJ Human Resources Team.

ADA (Americans with Disabilities Action)
