SUMMARY

The position serves as a Project Engineer at the Washington DC VA Medical Center. This position performs project planning, produces designs, manages designs, manages construction, and provides construction administration for Minor Construction Projects, Non-Recurring Maintenance (NRM) Projects, Station Level Projects, and Leases, including all areas and aspects (architectural, electrical, life safety, mechanical, civil, structural, etc.).

QUALIFICATIONS

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

Education and/or Experience. (You must upload copies of your transcript displaying a conferred degree to validate the education requirement, OR copies of your current valid professional license as a Professional Engineer or Architect to validate the Licensure requirement)

  • Bachelor’s degree or higher in Engineering or Architecture. To be acceptable, the curriculum must be from a school with at least one 3 curriculum accredited by the Accreditation Board for Engineering and Technology, Engineering Accreditation Commission (excludes engineering technology) or National Council of Architectural Registration Boards curriculum. Examples of acceptable engineering and architectural degrees include, but are not limited to: Electrical Engineering, Mechanical Engineering, Biomedical Engineering, Civil Engineering, Architecture and Architectural Engineering. Titles may vary from educational institutions and change over time; OR
  • Evidence of passing the Fundamentals of Engineering Examination with a bachelor’s degree. Evidence can be in the form of an Engineering in Training certificate issued from any State, the District of Columbia, Guam or Puerto Rico, or test results from the National Council of Examiners for Engineering and Surveying (NCEES) identifying a passing score; OR
  • Evidence of current professional registration or licensure as a Professional Engineer or Architect. Evidence of current professional registration or licensure can be from any State, the District of Columbia, Guam or Puerto Rico

May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

EXPERIENCE - GS-12

Experience. One year of experience equivalent to the GS-11 grade. (GS 11 KSAs and assignments listed below)

Knowledge, Skills and Abilities (KSA) GS-11. In addition to the experience or education above, the candidate must demonstrate the following KSAs:

  • Knowledge of either mechanical, electrical, structural, civil or other engineering/architectural principles, practices and their applications in the healthcare environment.
  • Knowledge of basic project management principles as applied to the healthcare setting.
  • Ability to apply healthcare engineering related standards, codes, policies and regulations, inclusive of, state and local codes.
  • Ability to communicate effective orally and in writing with internal and external customers with tact and diplomacy.
  • Ability to develop material for clinical or administrative staff that addresses the principles and application of engineering technology and/or theory used in healthcare.
  • Ability to advise staff on emerging engineering technology related to a healthcare facility, while keeping abreast of changes in such technology and utilizing the information to solve healthcare facility engineering challenges.

Assignment GS-11. At developmental level 2, Healthcare Engineers function on a semi-independent basis with limited oversight by senior Healthcare Engineers. They conduct audits and inspections of worksites to assure compliance, prepare reports and findings, devise solutions and implement corrective actions with limited oversight. They perform project management related to the healthcare setting with limited oversight.

Demonstrated Knowledge, Skills and Abilities (KSAs) GS-12: In addition to meeting the experience requirements for this grade level, the candidate must fully demonstrate the following KSAs:

  • Knowledge of mechanical, electrical, structural, civil and other engineering/architectural principles, practices and their applications in the healthcare environment.
  • Knowledge of healthcare industry standards and related regulatory agency and organization (including, but not limited to The Joint Commission (TJC), Occupational Safety and Health Administration (OSHA), National Fire Protection Agency (NFPA), etc.) regulations, requirements, guides, policies, procedures, directives, standards and general medical program requirements as they relate to healthcare engineering.
  • Knowledge of construction standards, methods, practices and techniques, materials and equipment to determine compliance with engineering regulations and standards.
  • Skill in researching and analyzing information, conditions, human factors and projections to make sound engineering and business recommendations and decisions to proactively identify problems and develop innovative solutions within the context of applicable rules, regulations and procedures.
  • Ability to plan and execute complex, multi-faceted projects and inspections while prioritizing resources against approved scopes of work, contract documents and budgets.
  • Ability to organize and lead multi-disciplinary task forces with members from different departments and divisions, as well as design and construction firm

Assignment. Employees at this level serve as Healthcare Engineers at the full performance level. They work independently, under general supervision with wide latitude to exercise independent judgment. Healthcare Engineers demonstrate intimate grasp of high order healthcare engineering and capital subject matter. They serve as institutional resources for healthcare delivery processes and systems, working extensively with clinical stakeholders, acquisition staff, contractors and executive leadership by leading healthcare engineering programs, technology assessments, integration planning and 8 implementation of both current and emerging technologies. Healthcare Engineers support the delivery of healthcare to Veterans by contributing to the education of clinical staff, planners and leadership to ensure safe and efficient healthcare delivery. Healthcare Engineers plan, execute and document highly complex, multi-faceted healthcare facility construction projects and inspections while prioritizing resources against approved scopes of work, contract documents and budgets. They identify problems and develop innovative solutions within the context of applicable rules, regulations and procedures, as it relates to the healthcare environment.

Physical Requirements: The work environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, training rooms, and libraries. The work area is adequately lighted, heated, and ventilated. The incumbent must also work outdoors in all types of weather. There may be occasional exposure to moderate risks or discomforts in storage areas or hazardous waste sites. The work is primarily sedentary, although some physical effort may be required, e.g., walking, standing, climbing ladders, stooping, kneeling, and carrying light items such as manuals or briefcases, or driving or traveling by motor vehicle.

Responsibilities

DUTIES

Duties include but are not limited to:

  • Determines the requirements for healthcare projects in relation to the needs of the Healthcare System, inclusive of the parent site, as well as off-site locations under the auspice of the Healthcare System, whether VA owned or leased.
  • Provides a broad review of all disciplines of Engineering when applied to a healthcare environment to support construction document reviews and preparation.
  • Contains a working knowledge of The Joint Commission (TJC) requirements, NFPA 101 the Life Safety Code and NFPA 99 Healthcare Facilities Code, in addition to VA design requirements is necessary to provide direction to Architectural/Engineering firms on complex healthcare designs to ensure compliance and regulatory requirements are met for the medical facility.
  • Performs evaluations on medical care programs and services to ensure assigned projects are aligned and support the healthcare organization’s needs and requirements for expansion of service and/or efficient flow of operation.
  • Provides information to the Chief of the service regarding various Capital Planning needs for the facility to include information on the status of all assigned ongoing project activities.
  • Develops initial concept documents, creates and maintains project and lease applications in multiple VA database systems, including the Veterans Support Service Center (VSSC), Strategic Capital Investment Planning Tool, and Capital Assets Inventory.
  • Makes recommendations relating to energy conservation for feasibility and cost effectiveness and supports the facilities energy goals
  • Coordinates construction activities for a wide range and variety of interrelated systems and services.
  • Utilizes skillsets encompassing a wide range of engineering fields, including, but not limited to, identifying and defining assigned problems dealing with structures, mechanical, HVAC, sprinkler, fire and life safety, architectural, and electrical systems.
  • Performs an array of pre-planning activities that include coordinating cross-departmental planning meetings, developing Scopes of Work, conceptual project designs, and government cost estimates, and ensures project documents are produced in accordance with VA Contracting and Information Security requirements.
  • Develops specifications and plans for alterations, additions to existing buildings, grounds, utility plants and systems, as well as for preparing the site for the installation of highly complex medical equipment ranging from smaller Ultrasound type equipment to larger Magnetic Resonance Imaging (MRI) type equipment.
  • Reviews A/E documentations as the technical authority and quality assurance for the medical center for various Minor, Non-Recurring Maintenance (NRM), Leased projects and other construction projects related to submissions of reports, drawings, specifications and literature consisting of adequacy of content, correctness, consistency with VA standards and goals, design principles and guidelines, cost effectiveness, compliance to healthcare codes and VA standards, and professional appearance
  • As the leader of the IPT the position oversees all phases (planning, design, construction and activation) of assigned projects to ensure integration and coordination within established time frames, maintains agency goals and objectives consistent with commitments and policy, as well as measurable performance criteria.
  • Responsible for training the facility maintenance staff on new equipment or complex utility systems to ensure the staff have the comprehension, qualifications, and understanding of the systems to maintain and operate.
  • Provides technical troubleshooting techniques to evaluate and provide in-depth forensic data to why specialized medical systems, utility and/or components of the facility have failed.
  • Responsible for providing guidance, development and coordination for the planning, design, and oversight of maintenance projects.
  • Prepares correspondence, technical reports, estimates, fact sheets, progress reports, schedules, progress payments, and close-out documents as required to complete project assignments.
  • Provides guidance and insight to other engineering staff in revising as-built drawings or project plans after contraction completion of their project and will research information on existing building and utility systems as needed.
  • Maintains a library file of current documents, codes and publications used in the development of bid documents and reports.
  • Operates as the lead COR on most construction projects at the facility and leads inspectors in the oversight of the construction activities along with coordination with the contracted architect and engineering firm of record for the project
  • Develops and reviews competitive bidding cost estimates for a variety of projects of multiple-use nature.
