SUMMARY:
The Emergency Management Planner reports to the Director of Emergency Management. The position is responsible for the development, maintenance, and dissemination of assigned system-level emergency management plans to ensure compliance with regulatory and accreditation standards, maintaining deployable assets in a ready state to include asset tracking, preventive maintenance, and deployment, as needed.

RESPONSIBILITIES:
Develops and maintains assigned emergency management plans, job action sheets, and facility-level plan templates that guide how Memorial Healthcare System prepares for, responds to, recovers from, and mitigates all hazards. Develops related playbooks and plan summaries to support integration into incident management operations and training.Completes training requirements as set forth by the external emergency management agency to serve as a Memorial Healthcare System/South Hospital District Representative at the Emergency Operations Center during activations.Ensures compliance with all regulatory, accreditation and standard setting authorities having jurisdiction for emergency management elements of performance and conditions of participation including Joint Commission, Centers for Medicare and Medicaid Services, Florida Agency for Health Care Administration, OSHA, NFPA, and others.Supports the design and conduct of disaster drills and exercises using Homeland Security Exercise and Evaluation Program (HSEEP) principles. Author related after-action report and improvement plan including related conferences and documentation. Supports the implementation and monitor the progress of improvement plans.Develops and maintains operable communications plans and maintenance of communication capabilities. Manages HAM radio capability to include inventory of physical assets, identification and coordination of operators and related training and drills. Maintains emergency management satellite capabilities. Supports implementation and management of prevailing incident management software. Supports enhancements and use of the MHS mass notification system.Oversees and maintains emergency management equipment and vehicles in a deployable condition. Manages preventive maintenance for equipment and vehicles with system and facility-level partners where assets are stored. Coordinates with vendors for contracted preventive maintenance and training delivery. Develops drills and incorporates the use of deployable assets into exercises.Oversees the Hospital Emergency Response Team (HERT), including patient decontamination team operations, in collaboration with facility-level team leaders. Develops and implements the HERT operations plan and playbook, recruitment protocols, and performance standards. Monitors and manages team incentive program.
