The UK’s public sector is a thriving source of innovation and the Government Office for Tech Transfer (GOTT) has been set up to deliver a step change in the management and exploitation of public sector Knowledge Assets (KAs). KAs are intangible assets such as inventions, designs, data and information, creative outputs, know-how and expertise.
Current guidance on managing and exploiting KAs is summarised in the Rose Book, that the team published in late 2021 and that is available on GOV.UK. GOTT sits within the Department for Science, Innovation and Technology (DSIT), based in the Science, Innovation and Growth group. GOTT is a multi-disciplinary team that includes policy, operations, and technology transfer expertise. Responsibilities

KEY RESPONSIBILITIES

We are looking to appoint a Grade 7 Technology Transfer Strategic Partner (TTSP) to join the TT Strategic Partnerships team in GOTT.
The TTSP will collaborate closely with public sector organisations to improve their understanding and awareness of KA management and, in turn, unlock potential value, helping to create a more entrepreneurial culture. This includes supporting exploitation (as a lead, or as an advisor), to drive tangible outcomes and enhance awareness and capability across the public sector.
As a TTSP, you will join a relatively new team and play your part in creating a new model to deliver KA commercial outcomes across the public sector. You will work across a range of public sector organisations (our “clients”) to:

Support KA strategy development and provide advice on KA management specific to each organisation within your portfolio.

Closely collaborate with clients to seek out opportunities for KA commercialisation and actively support the next steps to do this. Identify gaps in currently available support, and signpost to other support mechanisms where additional specialist expertise is required.

Engage with external partners including professional service providers, potential customers and investors.

Support the organisations in your portfolio to develop skills and mechanisms for identifying, protecting, and prioritising KAs, helping to grow the maturity of their strategies and operations.

Condense and communicate your findings for wider GOTT and senior officials, ensuring clarity and concision when speaking to a non-technical audience.

Act as an ambassador for GOTT, helping to boost its external reputation. Support the continuous improvement of GOTT’s business model so it becomes a ‘go to’ source of expertise.
GOTT is headquartered in DSIT’s Salford office, with some staff based in other DSIT locations. This role is being recruited to be based in one of DSIT’s Cardiff, London or Salford offices. Although based in a regional hub, your portfolio will reflect the sectors for which you are responsible, so you’ll work with relevant clients outside of your region.
Regular travel to client sites and other office locations in the UK will be required.
