POSITION SUMMARY: Under the general supervision of the Deputy Chief of Operations, the Commander is responsible for ensuring the EMS operational readiness for the City of Thunder Bay and the 14 Municipalities in the Thunder Bay District. A primary focus of this position is to provide oversight and support to the Superintendents and directly manage Paramedic Operations ensuring effective 911-service delivery complies with all relevant legislation, regulations and standards. MAJOR RESPONSIBILITIES: Manages the daily Operations of EMS and paramedics for the City and District, and supervises and supports EMS Superintendents of Operations. Liaises with the CACC, Hospital, ORNGE, Fire Departments, Police Departments and other Allied Agencies. Communicates with district hospitals and the CACC on requests for after-hours inter-facility patient transfers. Manages program staff including staff development, performance management/review, coaching/mentoring, health and safety, collective agreement administration, as well as discipline and termination decisions. Assesses Division staffing needs, makes recommendations on complement amendments and organizational structure, participates in the recruitment process and makes effective hiring decisions. Ensures that employees work safely and in compliance with the relevant statutes and regulations, and within the policy and procedures as established by SNEMS and CTB. Co-ordinates and/or participates in any confidential investigations as needed, including call delays, response time delays and external or internal complaints, vehicle collisions or any other investigation as Oversees and conducts worker report of injury, investigations and support follow-up. Oversees and conducts Ambulance Call Reports and Incident Reports audits, evaluations and investigations. Oversees and maintains reports related to patient care, incidents, and vehicles and equipment to ensure compliance with legislative standards, including ensuring completion of Ambulance Call Reports (ACR). Responds to major emergencies and assumes Incident Command as required, Participates in the review and development of the organizational structure, priorities, strategic and financial plans as well as goals and objectives. Assumes on-call duties in addition to scheduled rotation. Act as Deputy Chief of Operations as required. Maintains Labour-Management relations by ensuring compliance with the Collective Bargaining Agreement SNEMS and CTB Performs such other related duties as may be assigned.
