The Ministry of Energy and Minerals is responsible for sustaining the interests of Albertans through the stewardship and responsible development of energy and mineral resource systems.
The Professional and Program Services (PPS) Branch provides scientific and technical services to Alberta Energy (and other Departments at times) to facilitate the development of policy and delivery of programs in a strategic and integrated manner across the Government of Alberta. It is the Department of Energy’s nucleus of professional engineers and geologists, mapping expertise and program specialists, which are grouped into four areas: (i) Resource Mapping and Analysis, (ii) Engineering, (iii) Geology, and (iv) Program Services. The task of responding to and delivering upon the Branch’s client needs is managed by an active and comprehensive management structure with the objective of providing technical integrity and expertise, in accordance with the Association of Professional Engineers and Geoscientists of Alberta (’APEGA’).

QUALIFICATIONS

Required:

  • University graduation in the field of engineering plus four (4) years progressively responsible related experience or equivalent as described below.
  • Equivalency: Directly related education or experience considered on the basis of: 1 year of education for 1 year of experience; or 1 year of experience for 1 year of education
  • P.Eng. member of the Association of Professional Engineers and Geoscientists of Alberta (APEGA) in good standing is also required.

Responsibilities

ROLE RESPONSIBILITIES

Are you a strategic engineering leader with a deep understanding of Alberta’s energy landscape? We are seeking a forward-thinking and collaborative Manager of Engineering to lead critical technical assessments that support Government of Alberta policy and operations.
Reporting to the Director of Engineering, you will lead a team of engineering professionals and oversee the delivery of expert technical advice on areas such resource assessments, reservoir modeling, facility constraints for resource development, enhanced oil recovery schemes, energy metrics (including environmental emissions related to energy), upgrading and refining technology assessments and modeling, energy infrastructure assessments, oil sands, petroleum and natural gas reserves, coal and mineral projects, CCUS, and land-use framework related projects.
Your leadership will drive strategic initiatives by supporting cross-ministry planning, optimizing resource use, and providing evidence-based recommendations to inform infrastructure and land-use decisions. You’ll play a key role in aligning operational planning with provincial priorities, while championing innovation, technical integrity, and interdepartmental collaboration.

Key Responsibilities

  • Lead and supervise a team of engineering professionals, providing day-to-day guidance, performance management, and technical oversight to ensure work meets APEGA’s Standards of Professional Practice.
  • Plan and manage complex engineering projects using project management tools to align with ministry priorities.
  • Develop and maintain SOPs to standardize processes and ensure consistency with stakeholder needs.
  • Establish and track KPIs to measure team performance and support continuous improvement.
  • Lead techno-economic assessments of energy and mineral projects, providing expert advice on feasibility, performance, and production.
  • Manage interdisciplinary evaluations and deliver technical input for briefings, working groups, and policy development.
  • Monitor and analyze energy and resource regulatory policies, coordinating technical reviews of scientific studies.
  • Collaborate with industry and stakeholders to offer engineering insights and assess impacts of legislation and market tools.
  • Build relationships with internal networks and experts within government agencies, academic institutions, industry, and research organizations to guide energy and minerals policies through collaboration.
  • Coordinate cross-ministry input, synthesize information, and develop reporting tools for executive leadership and internal stakeholders.
