ACCORDINGLY, EFS MUST BE SATISFIED ON REASONABLE GROUNDS THAT THE ROLE HOLDER COMPLIES AT ALL TIMES WITH THE FITNESS AND PROBITY/PROPRIETY STANDARDS.
