Description TITLE: Assistant Program Manager REPORTS TO: Program Manager of Habilitation Services PAY RATE: $21.59/hour WORK SCHEDULE: Primarily weekdays, daytime hours, with occasional flexibility required for evenings or weekends based on the needs of the department and the individuals we serve. Full-time, 37.5 scheduled hours weekly; non-exempt, benefit-eligible position. POSITION SUMMARY: Responsible for assisting the Program Manager in managing the day to day responsibilities of administering habilitation/community services to individuals with developmental disabilities in St. Lawrence and Franklin Counties including but not limited to documentation, billing accuracy, staff support, and continuity of services to promote positive outcomes for the people we support in compliance with service plans, agency policy, OPWDD regulations, QA and consumer choice. PRIMARY RESPONSIBILITIES: 1. Responsible for program coordination, communication, and administrative scheduling. a. Coordinates communication with educational, vocational, and day programs, DDSO, families, and other stakeholders in support of individualized programming goals. b. Supports collaboration between internal teams and external partners to promote continuity and quality of services. c. Coordinates and maintains schedules for meetings, reviews, and appointments, ensuring accurate calendars. d. Maintains filing and record-keeping systems related to people supported and program operations. e. Coordinates scheduling of agency vehicles and submits vehicle logs and gas receipts to the Director of Facilities on a monthly basis. f. Completes quarterly calls to people supported to ensure satisfaction with services provided. 2. Responsible for documentation, billing, financial, and timekeeping processes. a. Attends Life Plan meetings and ensures habilitation services are accurately documented in accordance with Life Plans and agency policy. b. Monitors monthly summaries and assists with completion, as needed. c. Enters and maintains billing data, tracks billing targets, and supports billing accuracy and timeliness. d. Ensures receipt, maintenance, and timely updates of current Life Plans and required service documentation. e. Updates required forms and documentation on an annual basis or as required. f. Maintains organized, complete, and up-to-date records for people supported. g. Supports petty cash access and reconciliation, ensuring accurate tracking and accountability. h. Reviews timecards for accuracy, reconciles against schedules, and totals hours as required. i. Maintains the office’s petty cash box. 3. Responsible for staff training, supervision, and performance support. a. Supports orientation and ongoing training of Direct Support Professionals, including documentation standards, scheduling, billing, and program procedures. b. Completes observations of staff as they provide services. c. Develops and maintains reference and training materials to promote consistency and quality in service delivery. d. Serves as a resource to Direct Support Professionals regarding paperwork, scheduling, and administrative processes. e. Provides supervision, coaching, and performance evaluation of assigned staff in the absence of the Program Manager or as otherwise directed. f. Assists with the development, implementation, and follow-up of staff action plans. g. Ensures staff action plans are submitted to Case Managers within required timeframes, including within 60 days of Life Plan reviews. h. Identifies and communicates performance or operational concerns requiring supervisory follow-up to the Program Manager. 4. Responsible for coverage and continuity of services. a. Provides coverage for Habilitation staff duties as needed to ensure uninterrupted services. b. Maintains flexibility to work evenings and weekends as required by program needs. 5. Responsible for incident reporting, regulatory compliance, and adherence to agency policy. a. Immediately reports all incidents and any suspected abuse or neglect in accordance with OPWDD regulations and agency policy. b. Supports compliance with OPWDD regulations, quality assurance standards, and internal policies and procedures. c. Promotes a culture of safety, accountability, and ethical practice. 6. Responsible for organizational participation and continuous improvement. a. Attends meetings and participates in committees as assigned to support program operations and continuous quality improvement. b. Performs other duties as assigned in support of program goals and the agency’s mission and values. Requirements POSITION REQUIREMENTS 1. High School Diploma or GED required. 2. Minimum of two years’ experience in developmental disabilities field required. 3. One year supervisory experience required. 4. Excellent verbal and written communication skills. 5. Proficient in computer applications including but not limited to Microsoft Office as well as the ability to type. 6. Successful completion of the Agency orientation and training program. 7. NYS Driver’s License with two years driving experience preferred. 8. Acceptable motor vehicle abstract to meet Agency insurability standards. 9. Reliable personal vehicle for business use. PHYSICAL REQUIREMENTS AND ENVIRONMENTAL CONDITIONS Medium work: Ability to lift and carry up to 25 lbs. and lift/transfer and physically support people with and without help. Ability to stand/walk for long periods of time. Some exposure to infectious diseases, hygiene issues, food, and other odors. Able to tolerate atmospheric conditions when performing regular outdoor seasonal activities. Ability to operate mechanical devices used by people. Ability to tolerate extensive exposure to computer monitor/screen. Ability to tolerate extensive use of computer keyboard.
