Senior Manager - Solutions
£52,584 - £55,620 per annum
Initial 12 month fixed term contract
Newham HPAS is seeking a Senior Manager Solutions to help support us in our aim to reduce the use of temporary accommodation whilst providing great alternative solutions for our residents. Primarily focusing on the Private Rent Sector, you will lead the Private Rent procurement team within Newham HPAS, supporting them in securing at least 400 new private rented homes as well as negotiating with landlords to keep current tenants where they are.
Operationally, you will lead on identifying new areas of opportunity, securing new relationships and improving our policies and procurdures to maximise the efficiency of the service.
In addition, you will lead on a pilot of a new piece of work, seeking to identify suitable alternative solutions for those households already in temporary accommodation.
This position will be high profile and will require an excellent track record of securing relationships with suppliers as well as leading a high performing team.

ABOUT THE ROLE
We are seeking an innovative and strategic Senior Manager to lead our Private Sector Solutions team within HPAS. You will play a pivotal role in reducing homelessness by developing strong partnerships with private landlords and letting agents, increasing access to sustainable housing, and delivering innovative prevention solutions.
Reporting directly to the Head of HPAS, you will drive forward a bold and ambitious vision for harnessing the private rented sector as a critical tool in tackling homelessness. This is a high-impact role with significant autonomy, responsibility, and visibility within the council and wider housing sector.
KEY RESPONSIBILITIES
Manage a team of up to three Team Leaders with a total of 18 staff.
Lead the design and implementation of the council’s private sector housing offer for those at risk of homelessness.
Develop and manage incentive schemes and tenancy sustainment initiatives to attract and retain landlord participation.
Build strong relationships with private sector partners, including landlords, letting agents, and property management services.
Work collaboratively with housing officers, legal services, and external stakeholders to improve outcomes and reduce reliance on temporary accommodation.
Oversee procurement and performance monitoring of private sector contracts.
Identify trends, risks, and opportunities in the local rental market and adapt strategy accordingly.
Represent the council at local forums, advocating for effective homelessness prevention models.
