JOB DESCRIPTION Responsible to: Head of Service, Minor Capital Delivery, Operations and Estates (O&E) Reporting to: Head of Service or nominated personnel – Minor Capital Delivery, O&E Responsible for: Monitoring and reporting on Minor Capital Projects during Construction. OVERALL JOB PURPOSE To supervise and inspect all building work being carried out on Minor Capital Delivery contracts and carry out related administration using the NEC4 contract suite. To liaise with Key Stakeholders, Project Managers and Contractors to ensure high standards of workmanship and finishes are being maintained during works on site and that all Health and Safety regulations are compiled with. The NEC Supervisor is a key person named in the new Engineering and Construction Contract that EA utilise to deliver construction contracts. MAIN DUTIES & RESPONSIBILITIES Site Supervision To check that construction work proceeds according to the programme within the terms of a NEC Contract. To provide independent scrutiny of the works, ensuring the correct materials are used and to the correct standards. Manage the Defects process and has the authority to issue instructions to search for defects. To identify issues/potential issues and prevent them from occurring. To check drawings for errors, discrepancies and divergences and notify the Project Manager. To examine specialist work to ensure required standards met. To monitor the works, witness any testing, check compliance with the Scope of Works and ensure that all works are carried out in line with the quality defined in the Scope. To monitor the application of specified techniques to ensure that materials are applied correctly to the manufacturer’s instruction. To inform the Project Manager of non-conforming work. To check co-ordination of work by trades on installation, ducting, routing etc., as per drawings. To record delays and the reasons for them within the scheduled programme of work and specific deadlines have not been met. To examine the quality of workmanship of all trades to ensure a top quality completed contract. To plan daily visits to the sites in order of importance depending on the procedures of works on hand each day. To inspect all materials and products delivered to site, to ensure that they comply with the specifications and are undamaged. To insist that materials are stored securely and in accordance with the contract. To monitor temperatures especially in winter to ensure that no building work proceeds below critical level. To ensure that no materials are removed from site without permission from the Project Manager after inclusion in a Quantity Surveyors valuation. To check that reasonable protection is provided to finished work to a standard agreed by the Project Manager. To consult with key stakeholders such as Principals to keep them informed of progress and organise regular meetings as required. Administration To submit weekly reports to include the following information: Manpower - number of workmen of various trades. Weather - bad weather can put programmes, etc behind schedule. Visitor – various consultants, etc and inspectors of statutory authorities. Plant - machinery on site. Support other Project Managers when necessary and act up as project lead on an ad hoc basis for appropriate projects of lower value. To manage the Defects process and issue instructions to search for defects. To issue the Defects Certificate at the end of the Defects Correction Period. To administer these contracts on site, instruct contractors on changes to contract work and establish procedures with the contractors and building users to ensure the minimum disruption to normal activities within the building during the contract. To issue communications as per the requirements of the contract. Reports are issued at the defined frequency within the contract which document the sequence of works and include supporting site photographs. To keep a daily diary of events including various aspects of work being attended to at that point in time in the programme and provide to the EA upon completion. To keep a register of drawings to ensure that they are current with all variations. To keep a record of instructions received from the Project Manager or consultants with relevant observations. To confirm oral directions to the contractor in writing with a copy to the Project Manager. To check dayworks record sheets and record sheets and record any wastage in accordance with the agreed procedure. To liaise with the Project Manager, Quantity Surveyor, Consultants and other site staff. To maintain separate records of materials used if different from the Price List or drawings. To keep details of work liable to be covered up before the Quantity Surveyor can measure it and to ensure that the work is in accordance with the relevant specifications. To survey school buildings prior to the start of a project to confirm that information on existing drawings is correct and to advise the Project Manager of discrepancies. Technical Support To notify the Project Manager of proposed variations, which may impact on the contract. To attend site meetings and technical meetings as required. To assist in maintaining and updating of records and as built drawings for future reference. To take site photographs regularly and systematically, ensuring that they are date-stamped in accordance with agreed procedures and stored appropriately. To supervise the repair of defects by the appropriate method as agreed by the Project Manager. To witness the commissioning of all plant and service installations. To check the setting out of the site with the contractor. To attend to and solve day to day problems and queries on site in consultation with the appropriate consultant where necessary. To inspect all work from day to day with any departure from the drawings or specifications; to discuss these departures with the Contractor and notify the Project Manager accordingly. Health & Safety To have a thorough knowledge of CDM Health and Safety regulations, requirements for client and contractor and liaise and highlight any issues with the Principal Designer. Miscellaneous To carry out any other duties as may be assigned by MiCD Senior Team. The post will be located within EA Headquarter offices or at any alternative premises within the EA's area as may be reasonably required.
