Il/Elle contribue à l’efficacité des processus internes en assurant la qualité des données financières, la conformité aux procédures et la disponibilité des outils de gestion adaptés pour les équipes. Leadership Stratégique et Gouvernance Contribuer, en tant que membre de l’équipe de direction, à l’élaboration et à la mise en œuvre de la stratégie du programme. Assurer le leadership et la coordination des fonctions Finance, Comptabilité et Systèmes IT afin de fournir des services de soutien efficaces à la mise en œuvre des programmes. Garantir l’application des politiques, procédures et standards organisationnels dans les domaines financiers, comptables et informatiques. Veiller à l’alignement des activités du département Finance avec les priorités stratégiques et opérationnelles du programme. Assurer l’amélioration continue des fonctions de support afin de renforcer l’efficacité organisationnelle et la qualité des services internes. 2. Gestion financière et Conformité Superviser l’ensemble des systèmes et procédures de gestion financière et comptable conformément aux normes organisationnelles, aux exigences des bailleurs et à la législation nationale. Piloter les processus de planification financière, de budgétisation et de suivi budgétaire. Assurer la production en temps voulu des états financiers mensuels et la soumission de rapports financiers fiables aux bailleurs de fonds conformément aux exigences des subventions. Veiller à la conformité aux exigences des bailleurs, aux obligations fiscales, aux réglementations nationales et aux exigences de rapportage de la confédération d’Oxfam. Veiller à la mise en place de systèmes informatiques et de mécanismes de validation efficaces pour assurer la gestion et le contrôle des actifs, des fonds, des équipements et des ressources de l’organisation. Assurer la supervision de la paie, du suivi des temps de présence de l’équipe (time & attendance), des calculs et du paiement des charges patronales, ainsi que de la comptabilisation adéquate des coûts liés aux avantages sociaux. Planifier, organiser et coordonner les audits externes annuels et assurer la production en temps voulu des rapports requis. 3. Gestion des risques et contrôle interne Mettre en place, suivre et améliorer les systèmes de contrôle interne, y compris la coordination des exercices de contrôle interne organisationnels et assurer la bonne répartition des tâches. Identifier, analyser et atténuer les risques financiers et opérationnels liés à la gestion des ressources. Veiller à la conformité des pratiques financières et administratives avec les politiques organisationnelles et les cadres réglementaires applicables. Prendre les mesures nécessaires en cas de non-respect des politiques et procédures de l’organisation. 4. Renforcement des capacités financières des partenaires Évaluer les capacités financières des partenaires et mettre en place des plans de renforcement adaptés. Assurer le suivi de la gestion financière des partenaires et le respect des exigences de reporting. Superviser les audits, revues financières ou contrôles des partenaires. Appuyer les partenaires dans l’amélioration de leurs systèmes de gestion financière et de conformité. 5. Gestion des systèmes d’information (IT) Assurer la mise en œuvre de la stratégie organisationnelle relative aux systèmes d’information au niveau du programme pays. Garantir la disponibilité, la sécurité et l’utilisation efficace des systèmes informatiques afin de soutenir les opérations, la communication interne et la gestion de l’information. Veiller à l’utilisation appropriée des technologies de l’information et appuyer les équipes dans l’utilisation optimale des outils informatiques et des systèmes de gestion. 6. Appui Institutionnel et Conseil interne S’impliquer activement dans les questions organisationnelles afin d’identifier de manière proactive les risques, problèmes ou opportunités d’amélioration. Fournir des conseils techniques et stratégiques aux responsables sur l’interprétation et l’application des politiques et procédures organisationnelles.
