The role provides technical support to the Sub-Office in planning, monitoring progress, facilitating results-based reporting, and advancing knowledge management to strengthen a culture of results in the implementation of UNFPA’s Country Programme covering the humanitarian - development - peacebuilding (HDP) continuum in Mindanao, with priority and primary focus on the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). The Analyst also promotes the use of monitoring data for programme adaptations and provides support to the Country Office when needed. The Analyst will report to the Head of the Sub-Office, with functional guidance and supervision from the Evaluation Specialist. In the Philippines, UNFPA is implementing its five-year 9th Country Programme 2024- 2028. The 9th CP is tightly aligned with the mid- and long-term development goals of the Philippines and Ambisyon Natin 2040, as well as the global Agenda 2030 including the Sustainable Development Goals (SDGs). In a world where fundamental human rights are at risk, we need principled and ethical staff, who embody these international norms and standards, and who will defend them courageously and with full conviction. UNFPA is seeking candidates that transform, inspire and deliver high impact and sustained results; we need staff who are transparent, exceptional in how they manage the resources entrusted to them and who commit to deliver excellence in programme results. Job Purpose: Under the direct supervision of the Head of the Cotabato Sub-Office, and with technical guidance from the Evaluation Specialist, the Monitoring and KM Analyst substantively contributes to effective results planning, monitoring, reporting, communication and knowledge management to advance the implementation of the UNFPA 9th CPD in alignment with Government priorities in Mindanao, particularly in BARMM. S/he assists in the monitoring and reporting on the SRH, Gender and gender-based violence (GBV), adolescents and youth, humanitarian and peacebuilding, and population and development programmes of UNFPA in Mindanao and in BARMM by analyzing relevant political, social, and economic trends in the region and providing inputs to programme plans and implementation, joint programming initiatives and monitoring. The Monitoring and KM Analyst assists with implementation by using and developing appropriate mechanisms and systems and ensuring compliance with established procedures, as well as by monitoring, documenting and communicating results achieved during implementation. You would be responsible for: 1. Results planning Provide technical inputs to programme formulation to ensure results are properly defined Provide technical inputs for the development of theories of change of the programmes and projects counting the past, present and future contexts in Mindanao and in BARMM, in close coordination and consultation with the Planning and M&E Team in the UNFPA CO Provide coordination and facilitation support in the development of quality M&E frameworks including the costed monitoring and evaluation plan of the country programme, in close coordination and consultation with the Planning and M&E Team in the UNFPA CO. Provide relevant inputs for results planning, monitoring, information management, and reporting to support UNFPA’s leadership and/or participation in relevant inter-agency coordination mechanisms among UN agencies and development partners in Mindanao, especially in BARMM (e.g. through the Social Development Sectoral Working Group under the Bangsamoro International Development Assistance Committee, BARMM Regional Implementation Team for the Responsible Parenthood and Reproductive Health Law, SRH and GBV sub-clusters, etc.). Provide inputs to develop annual and multiyear results plans. Support developing workplans to operationalise the results. Provide inputs for developing field monitoring plans and quality assurance processes, in close coordination and consultation with the Planning and M&E Team in the UNFPA CO Promote the use of evaluation results for evidenced-based planning, programming, advocacy and resource mobilization by supporting the Sub-Office team in the formulation of project documents for donors and providing inputs for other relevant documents 2. Monitoring Provide technical inputs to the monitoring and tracking of results against the 9th CPD targets and UNFPA Strategic Plan Provide inputs to conduct the annual reviews of the projects and programmes in BARMM, in close coordination and consultation with the Planning and M&E Team in the UNFPA CO. Provide inputs to implementation of the midterm reviews of the projects and programmes in BARMM. Provide inputs for monitoring work plans in BARMM in collaboration with programme staff Support field monitoring and coordinate with the programme team and promote use of monitoring visits recommendations. Support regular collection, data quality check, and analysis of data and evidence for the CP9 indicators that are consistent with the approved metadata, including for higher-level SRHR and SDG indicators relevant to UNFPA’s work in Mindanao and in BARMM, in close coordination and consultation with the Planning and M&E Team in the UNFPA CO. Active participation and provide relevant inputs for UNSDCF joint results groups and other joint monitoring mechanisms in BARMM. Provide inputs for implementing adaptive and innovative monitoring practices such as remote monitoring, real time monitoring, etc. Contribute the implementation of the assurance plans including the spot checks for UNFPA implementing partners in BARMM. 3. Results reporting and results communication Facilitate the reporting and communicating of results to internal and external audiences Collect quality quantitative and qualitative data for UNFPA programmes in BARMM. Compile and analyze data for UNFPA projects in Mindanao and in BARMM and present analytical reports to inform reporting and decision making. Develop quality results reports. Support communicating results for both internal and external audiences in close collaboration with communication staff. Provide required results and data for producing external reports such as for the United Nations Sustainable Development Cooperation Framework, for donors, and other relevant external audiences. Support producing and disseminating results reports on implementation of Country Programme or donor projects. 4. Knowledge management and capacity development Contribute to knowledge management to foster a culture of results, including capacity development Ensure implementation of results-based management (RBM) principles and standards Provide technical support to implementing partners and staff in Mindanao and in BARMM on strengthening capacity development on results-based management, including data use and knowledge-sharing practices. Develop and adapt simple tools, templates, and guidance to harmonize monitoring and knowledge management processes across projects. Provide technical assistance on the use of digital platforms and visualization tools for data and learning. Promote interventions for utilizing results and demonstrate adaptive management. Identify, disseminate and use good practices, lessons and knowledge. Support results communication in collaboration with relevant staff. Support senior managers in developing management responses to all evaluations within six weeks of completion, including quarterly updates on implementation of actions plans of management responses to evaluations. Carry out any other duties as may be required by UNFPA leadership. Qualifications and Experience Education: Masters degree (or equivalent) in statistics, development studies, economics, health, population demography and/or any other related social science discipline Knowledge and Experience: Prior relevant professional experience in planning, monitoring, results reporting, data collection and analysis as well as the design and management of humanitarian and development programmes; Experience in results-based management and evidence-based programming; Good Knowledge of programme formulation, implementation, and Results Based Management; Good computer skills, including Google Suite, statistical and analysis software; Demonstrated use of Artificial Intelligence tools is an asset Field experience is an asset; Ability to provide policy advice and support to implementing partners Ability to synthesize programme performance data and produce analytical reports Good analytical and report writing skills Client orientation and strong team work attributes.
