Deputy Engineering Manager Norfolk & Norwich University Hospital Full time, Permanent (37.5 hours per week) 08:00 – 16:00 (7.5 hours per day) Salary – £45,259.58 - £52,533.45 per annum depending on experience plus Serco benefits. To manage and provide a safe and efficient maintenance service, delivering a quality service to our customers at the Norfolk & Norwich University Hospital. The provision of a safe and pleasing environment for staff, patients, visitors and wider community to ensure the buildings fabric, plant, engineering infrastructure services and equipment are maintained to a high standard, delivering continued efficiency, safety, reliability and to safeguard the future long-term serviceability of the Estate. Working with and alongside the Building Manager you will support with all aspects of the operational day to day delivery and management of our Estates Hard FM building service delivery obligations, providing higher levels of service visibility and a higher customer orientated approach of the building and wider services delivered across the site by the Estates Teams. To ensure we remain operationally and contractually compliant in all aspects of the work and responsibilities we undertake within the Hard FM service, working with and developing the Team to meet our targets, goals and Key Performance Indicators (KPIs). The core duties within the role are aligned to the Building Officer responsibilities, with ownership being taken on specific technical service delivery elements as well as undertaking Authorised Person Duties with the additional responsibility for understanding all aspects of the building and wider services delivered across site and supporting the Building Manager in driving, developing and improving our services and staff, becoming point of contact for this service element when the Building Manager is unavailable and taking ownership of the Team. The post holder will be required to undertake any other duties and where required training to enable them to broaden their knowledge and undertake any specific training that relates to the service we provide. This is to ensure we continually improve the flexibility, quality and efficiency of the service as well as the continued development within the role. Must demonstrate commitment, versatility, flexibility and leadership whilst undertaking all tasks and delegated work with the ability to organise and prioritise their own workload, working unsupervised and have a positive pro-active customer focused approach. Main Accountabilities: The role primarily covers the management and maintenance of the building infrastructure, services, fabric, fixtures & fittings and equipment across the Norfolk & Norwich University Hospital and the various interfacing of these services across all other building services however it is expected that wider understanding and knowledge of the electrical and mechanical service is developed. Typically, the building service responsibility of the role technically includes: Building Structure internal and external. Cladding. Flooring. Fire Doors (internal, exit and emergency exit). Roofing. Window Restrictors. Ceilings. Doors and Frames. Roller Shutters. Fire Shutters. Passive Fire Protection: Compartmentation, Fire Curtains etc. Drainage: Gulleys, downpipes, guttering etc. Surfacing: Car Parks, Pathways, Road Lining etc. Work with and alongside the Building Manager. Deputise and be the main point of contact for all aspects of service delivery when the Building Manager is unavailable, including client communications and staff management. Understand contractual and commercial obligations and how the contract impacts and sits within service delivery. Build and develop relationships with all key stakeholders. Drive, develop, improve and maintain service performance across all elements of Hard FM service and resources to include but not limited to CAFM, workload management (planned preventative maintenance and reactive repair work), staff management, procedures, operational efficiencies, contractor management, Health & Safety etc. To hold and undertake Authorised Person duties in at least one discipline i.e. Working at Heights, Confined Spaces, Fire Safety etc. Have a strong work ethic, demonstrate leadership and ability to work under pressure. Have a sound knowledge of building infrastructure and services as well as specialist equipment and where required provide hands on support, training and mentoring. Have knowledge and understanding of statutory and mandatory compliance with the ability to interpret standards, HTMs and guidance with the ability to implement work procedures and processes, demonstrating and evidencing compliance. Ensure all maintenance records are completed within the assigned time frames are kept up to date and are easily available for review and auditing purposes. Take part in various Estates Audits across all aspects of the Hard FM service. To organise and coordinate critical maintenance shutdowns. Where required lead and chair meetings, both internal and external customer facing. Support and where required assist with the management of Minor Works, reactive and planned lifecycle and provide operational input and support into Capital Projects to achieve required outcomes to include smooth transition into the operational teams’ responsibilities on hand over, witnessing commissioning and providing technical oversight and input. To control and monitor the activities of nominated sub-contractors using the appropriate systems and procedures including Permits to Work and provide input into support into developing and producing third party service contracts. Where required provide out of hours support. Estates Policies, Procedures, Risk Assessments, Method Statements etc. are reviewed, maintained and updated to current legislation and contractual service standards. Ensure all work is carried out in accordance with the relevant Serco Policies & Procedures, Workplace Regulations and Best Practice Guidelines. Have a sound understanding of the various roles within the Team, services function we deliver with the ability to motivate and work with the team as a team, engaging a positive, disciplined, pro-active culture within all aspects of the management and service we provide. Support with the undertaking of staff engagement, 121s, PDRs, Tool Box Talks etc. and actively promote initiatives aligned to improving staff engagement. Manage within allocated budgets. Be pro-active in driving and implementing service improvements. Be aware of how the Deputy Building Manager role influences Serco’s Norfolk & Norwich contract and the wider company objectives. Undertake any other reasonable request within the overall scope of the job role and service we provide. What you’ll need to do the role: Completion of a recognised appropriate Engineering or Mechanical Apprenticeship or other relevant structured training program and demonstrable experience in a previous role. Appropriate City & Guilds, BTEC qualifications/certification and or other recognised training bodies. Proven experience of working in a similar environment.
