Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Our Rapid Transit Office is seeking a Manager, Operations to play an important part in the delivery of safe, reliable subway service to the community. This role will provide oversight in the negotiations and implementation of the Operator Services Agreement with the operator and project agreements with other Project Operating Companies across the Subways programs. This role brings a level of technical and functional oversight to the design and future operation of Subway Systems. This role provides support to provide customers withhigh-quality transportation through safe, fast, on-time, andefficient service delivered under contract agreements and maintains customer-first focus within the Subway programs. What will I be doing? Prepare the organization to oversee services through the planning and implementation of operational guidelines that meets service demand by: Managing the operator to effectively deliver on their obligation to the service level plans. Any non-compliant deliverables will need delivery of mitigation strategies working with the construction Team, operator, or maintainer as appropriate. Oversee the implementation of management plans and programs through facilitation and consultation with stakeholders Advises on the development of plans to enhance communication with partners, stakeholders and the public, ensuring the optimal balance between customer service levels and operational plans. Managing the service delivery schedules and operational plans in compliance with service strategies and strategic plans Contributes towards the definition of the operational model and ensures project decisions made are in alignment. The operational model shall always provide the benefits specified in the business case and justify the capital investment. Maintains an operational risk register to identify, track, mitigate the operations risk to the performance of the Subway Program. Plays a key role in tracking the delivery and supporting the high-level strategy for operational plan execution and continuous support for the implementation of business and operation plans whilst managing the day to day tasks as the project is delivered. Develop a concept of operations or maintenance document that can be used to provide requirements to designers, align municipal operators/maintainers and support the project team to understand the implication of project decisions. Reviews the Subway program submittals and focuses on the delivery of services and identifies elements to improve the performance, efficiency, and quality of the Subway operations and maintenance, including O&M procedures, additional special track infrastructure, signaling, fleet functionality improvements, and communication systems. Manages quality assurance programs for contracts, monitors key performance indicators, and facilitates corrective actions. Any non-compliant deliverables will need mitigation strategies working with the construction Team, operator, or maintainer as appropriate. Manages and provides constructive feedback and guidance to a team of contractors, consultants and/or other partners to ensure compliance and alignment to Metrolinx’ high standards of performance, values and positive working relationships. Responsible for the preparation and delivery of reports and presentations, new directions, or recent findings in operations studies to the Executive level staff. Through auditing and monitoring functions, ensures contractor compliance with agreement terms and conditions both contractual and regulatory, governing the delivery of transportation services Liaises with regulatory entities to assure that Metrolinx is fully compliant with prevailing safety regulatory policy, best practices, and emerging issues. Other duties as assigned. What Skills and Qualifications Do I Need? Minimum eight (8) years progressively experience in the transportation and/or public transit sector, which includes managing/leading a group of frontline staff and/or managing projects, ideally within the public sector Completion of a degree in Business or Engineering, or a related discipline – or a combination of education, training and experience deemed equivalent Knowledge of the functional requirements of transit systems, such as; signaling and train control, SCADA, Communications, Trackwork, Vehicle and Wayside Interfaces, Traction Power Design, Power Supply and Distribution, Mechanical, System and Train Simulation, Tunnel’s, and Fire Life Safety System.
