KNOWLEDGE, SKILLS, AND ABILITIES

• Knowledge and skills are acquired through a 3-year degree/diploma in a related field (including but not limited to Project Management, Computer Science, Information Systems Management, Engineering, Electronics) plus 3 year of related experience.
• Knowledge and skill in project management.
• Knowledge and skill in technology maintenance operations and processes, including work planning and scheduling, life-cycle cost analysis, performance measurement, information technology applications, and electronics.
• Knowledge of transit applications and systems (e.g., intelligent transportation systems, automatic vehicle location, passenger counting, traveler information).
• Knowledge of and ability to comply with policies, procedures, legislation, and guidelines (e.g., Highway Traffic Act, health and safety, Transport Canada Acts and Regulations, Workplace Hazardous Materials Information System, Ministry of Transportation).
• Organization, problem-solving, and analytical skills to develop and recommend project plans and schedules; track and report on project status, performance metrics, and trends; calculate life-cycle costs; and coordinate project elements and schedules to meet deadlines.
• Communication skills to obtain, clarify, and exchange technical information with vendors, contractors, and other staff installing and maintaining equipment; and participate as an effective team member.
• Ability to read and understand technical manuals, work plans, contract terms, agreements, policies, and procedures. Ability to write clear, concise project plans, schedules, and correspondence.
• Computer skills with ability to use software such as Microsoft Office and an integrated fleet management system.
• Must have a valid G driver’s license (or G2 with 3 years of driving experience) to operate corporate vehicles.

THE ROLE

Coordinates, controls, and administers the implementation of transit technology projects related to the maintenance or update/expansion of transit technology, including project planning, design, inspections, review and acceptance of vendor work. Ensures projects meet specifications, are delivered on schedule and within budget.
Develops preventive maintenance schedules and work plans for transit technology products and systems, specifically automated transit on-board and in-field equipment.
Analyzes maintenance and life-cycle costs, and equipment performance against expected timelines and reliability targets, and prepares reports for management.

DUTIES/RESPONSIBILITIES

• Develops and monitors preventive maintenance programs for on-board and in-field transit technology systems. Assists management with project planning and work scheduling. Develops project/work plans, installation designs, work schedules/timelines, and resource requirements.
• Coordinates installation and maintenance of on-board and in-field equipment, application software, IT infrastructure, and voice and data communications with staff, vendors, ITS, and contractors.
• Provides technical, research, and troubleshooting support to ensure system functionality, integration, and quality control testing.
• Liaises with corporate ITS, vendors, and contractors to resolve software/hardware limitations, defects, and time and resource constraints. Works with vendors to obtain technical assistance and product information, and identify/resolve hardware and software installation issues.
• Advises project teams regarding software and hardware delivery, practices, products, equipment, and vendor/technology selection. Collaborates with divisional partners on project delivery and maintenance.
• Works with project teams and vendors to review requirements and confirm/assist in the development of work scope and budgets. Produces project plans and recommendations for project team approval. Informs project teams regarding progress, changes, and updates, and obtains approvals as required.
• Assists to administer contracts with vendors, and monitors to ensure quality of work. Participates in the contracting process and negotiates requirements with vendors as appropriate. Administers all phases of transit intelligent transportation systems hardware/software projects ensuring compliance with plans and specifications, in collaboration with divisional partners and corporate ITS.
• Reviews and recommends/signs off on vendor payments, milestones, and acceptance forms per contract plans and specifications.
• Works with vendors, manufacturers, and internal stakeholders to research, develop, manufacture, and install custom solutions, research ways to improve equipment functionality and reliability, reduce component cost, and shorten production and delivery lead times.
• Coordinates and monitors the development of preliminary and final project designs. Reviews and provides comments on designs to ensure alignment with departmental needs and project requirements.
• Monitors and tracks project progress and performance in relation to standards and specifications. Discusses and resolves issues with vendors/contractors. Escalates issues to management as needed.
• Analyzes maintenance and life-cycle costs. Analyzes and monitors equipment performance in relation to expected uptime and reliability targets. Prepares reports for management.
• Tracks equipment/product information in database.
• Assists with in-field and in-vehicle installations, maintenance, and repairs as needed. Escalates complex problems to contractors/vendors for support, and notifies management.
• Inspects products and equipment to ensure they are received in good condition, and contacts vendors for replacements.
• Works with Section staff (e.g., technologists, mechanics) to exchange information, provide technical assistance and recommendations, and troubleshoot equipment installations.
• Contacts corporate stores for parts and supplies. Orders parts and supplies from vendors and has a purchasing card. Recommends stock levels based on importance and potential lead times. Researches and recommends suppliers.
• Participates on departmental and project committees.
• Backs up technologists in the Section as required.
• Assists with other Transit Maintenance projects and initiatives as needed.
• Performs related duties as assigned.
