Description
Project Description The Equitable Land Reform: Addressing Collective Ownership for Marginalized Black and Racialized Communities project investigates the systemic barriers in Canadian property law that disproportionately disadvantage Black and racialized communities by prioritizing individual ownership models over collective ones. Through multi-year research, community engagement, and legal reform advocacy, the project aims to create the foundation for more equitable land ownership systems rooted in racial justice. The work will unfold across three provinces—British Columbia, Nova Scotia, and Ontario—where historic and ongoing displacement has undermined Black communities’ access to land and wealth. In partnership with Black-led community land trusts (CLTs), academic researchers, and allied organizations, the project will: Conduct research into the historical and contemporary impacts of property law on Black communities, including barriers to collective ownership, exclusion from commercial spaces, and failure to uphold housing as a human right. Comparative studies of U.S. CLTs will inform Canadian applications. Engage Communities through participatory workshops, visioning sessions, and share-back forums that prioritize the voices of people with lived experience of housing insecurity, displacement, and collective ownership models. Advance Legal Reform by identifying gaps in Canadian law and proposing policy changes that formally recognize and support collective models such as CLTs, cooperatives, and community-based savings and ownership structures. Pilot New Models of Black-led collective ownership and stewardship, testing frameworks that can counteract speculative pressures and sustain long-term affordability. Build Capacity within Black-led CLTs and partner organizations by providing training, site visits, and governance development to strengthen collective ownership practices across jurisdictions. The project’s ultimate goal is to challenge the exclusionary property law system, create opportunities for wealth redistribution and community self-determination, and foster a national network of Black-led CLTs. By centering anti-racism, decolonization, and community accountability, this initiative seeks to transform how land is owned and stewarded in Canada, ensuring Black communities have permanent, affordable, and community-controlled access to housing and land. Scope of Role Hogan’s Alley Society is seeking a thoughtful, organized, and community-centered Community Land Trust & Project Coordinator to support the implementation of the Equitable Land Reform project while helping strengthen and expand the Hogan’s Alley Society Community Land Trust.
