Description Report to: Director of Operations Location: Ontario International Airport, CA General Responsibilities: The Human Resources Manager is responsible for providing direction and management of all human resources functions for the Ontario International Airport contract, including policy development, employee relations/retention, and training programs. This role operates with a high level of autonomy while maintaining a strong, collaborative partnership with Corporate HR to ensure alignment with enterprise-wide strategies, policies, and compliance requirements. Major Responsibilities and Functions: Ø Manages all employee relations activities including the performance management system, communication and recognition systems, total rewards, employee safety, affirmative action initiatives, internal and external recruitment and employment activities and succession planning activities. Ø Oversees the management of employee relations including investigation, documentation and resolution. Works directly with all management personnel as needed to provide advice/guidance and to assist them with carrying out their responsibilities on personnel matters. Ø Interfaces with corporate HR to proactively identify, escalate, and formally report complaints involving discrimination, harassment, retaliation, or other policy violations. Ø Lead and/or support workplace investigations in close collaboration with Corporate HR and, when applicable, legal regarding any complaints of sexual harassment, discrimination or other conduct prohibited by law and, as applicable, administers the local internal investigation of all such complaints. Ø Responsible for all aspects of the training cycle, from assessment of needs, development and delivery through to evaluation. Ø Oversees the administration of the human resources policies and procedures and HRIS maintenance for all Ontario personnel. Ø Partner closely with Corporate HR to align initiatives, share data, and drive organizational effectiveness. Ø Interfaces with corporate HR to facilitate and ensure compliance with any corporate HR initiatives. Ø Lead prevailing wage compliance efforts, ensuring accurate wage determinations, audits, and reporting for federally funded projects. Ø Maintains knowledge of federal and applicable state employment regulatory and legal requirements and ensures compliance therewith. Ø Responsible for the management and oversight of all other human resource functions at Ontario Airport location. Ø Performs other duties as assigned. Health and Safety Responsibilities: Ø Take all reasonable and necessary precautions to ensure personal health and safety, as well as that of co-workers and any other person(s). Ø Report immediately to management all unsafe and unhealthy conditions. Ø Report immediately to management all occurrences that cause injury or damage to any person or property. Ø Comply with TBI’s Environmental Safety and Health program and procedures. The employee is required to work on a computer, in addition to doing paperwork.Mental Effort:Position involves encounters with employees, vendors, subcontractors, and members of the public. The employee must be sensitive and responsive to the needs of management and the employees. There is stress associated with responding to and solving employees' problems. The position requires the exercise of discretion and independent judgment. Reporting Staff: HR Specialist (1) Normal Working Hours: The normal working hours for this position will be Monday through Friday from 8:00 am to 5:00 pm or an alternative schedule pursuant to TBI policy.
