• Job Title: Project HSE Manager
• Location: UAE-Sharjah, near Sharjah International Airport

• Job Description:
• Organize the preparation, review, and approval of management planning for project safety construction. Participate in the compilation of the list of safety hazards of project, and formulate targeted control measures. Organize the preparation of the Implementation Plan of Project, Safety Management, and organize the implementation. Establish a framework system for safety construction, management mechanism composed of project safety leadership, management and operation. Organize and carry out the evaluation of subcontractors’ performances of safety.
• Participate in the pre-entry acceptance and pre-use acceptance of safety protection facilities, and record and archive acceptance records.
• Participate in the acceptance of large-scale equipment before entering the site and using it, including data and appearance acceptance, and data filing.
• Participate in the acceptance of power facilities and file the data.
• Cooperate with other safety production management arrangements of regional companies.
• Classify and archive the paper version of each signed documents, scan and archive.
• Develop, implement, and maintain project-specific HSE plans, risk assessments, method statements, and emergency response procedures.
• Ensure compliance with ISO 45001, ISO 14001, and applicable statutory regulations.
• Monitor and audit the effectiveness of HSE management systems across project sites.
• Oversee safety during structural steel erection, welding, rigging, heavy lifting, crane operations (including tower cranes, 600T, crawler & mobile cranes), MEWPs, and work at height activities.
• Review lifting plans, method statements, and other HSE plans and procedures.
• Identify hazards and implement controls for high-risk activities such as welding, fireproof painting, confined space entry, and hot works.
• Conduct Job Hazard Analysis (JHA), toolbox talks, and safety training before critical tasks.
• Ensure fire prevention, spill control, and emergency preparedness measures are in place.
• Conduct safety inductions, refresher training, and competency evaluations for employees and subcontractors.
• Promote behavioral safety and mentor supervisors in proactive safety leadership.
• Conduct daily site safety inspections and issue corrective actions.
• Investigate accidents, near misses, and incidents, preparing detailed reports with root cause analysis and corrective/preventive actions.
• Submit weekly and monthly HSE performance reports to management and clients.
• Liaise with clients, consultants, and local authorities on HSE matters.
• Lead HSE meetings and ensure alignment of all stakeholders with project safety requirements.
• Support management in achieving project milestones without compromising safety.
• Qualifications & Experience:
• Bachelor’s Degree in Engineering or Occupational Health & Safety (or equivalent).
• NEBOSH IGC / OSHJ or equivalent professional HSE certifications.
• Minimum 10 years HSE experience in construction, with at least 5 years in structural steel erection / heavy lifting projects.
• Strong knowledge of crane operations, rigging, scaffolding, and work-at-height safety.
• Excellent leadership, communication, and problem-solving skills.
