Description du poste En tant que Project Management Officer (PMO), vous travaillez en étroite collaboration avec les responsables des pôles propriétaire et maîtrise d’ouvrage déléguée de la Direction de l'immobilier pour ordonnancer et coordonner le portefeuille des projets immobiliers de l’Institution. Vous êtes responsable de la gestion d'un portefeuille complexe de projets de par sa diversité, son volume et ses exigences de continuité d’exploitation, dans lequel vous apportez une expertise pointue en ingénierie organisationnelle et/ou technique. Grâce à vos capacités d'analyse et de planification, vous identifiez, qualifiez et déployez les projets en lien avec les priorités stratégiques tout en assurant leur pilotage, leur suivi et leur reporting. Vous gérez et suivez le portefeuille des projets immobiliers, en garantissant leur alignement avec la stratégie institutionnelle et les éléments du schéma directeur immobilier en collaboration étroite avec l’ensemble des parties prenantes. Vous fournissez un appui méthodologique et organisationnel aux chefs et cheffes de projets dans la gestion de leurs projets (qualification des demandes, analyse d’impact et d’interdépendances, outils de suivi, tableaux de bord, contrôle de la documentation, etc.). Vous organisez la planification et l’ordonnancement des projets du portefeuille en veillant à une gestion efficace des ressources et du maintien de la disponibilité des infrastructures pour les besoins de l’Institution. Vous assurez le fonctionnement du bureau en gestion de projets et la gestion du portefeuille lié à la gouvernance immobilière. Vous facilitez la coordination entre les différentes parties prenantes et soutenez la conduite du changement. Vous optimisez et maintenez les processus de gouvernance de projet. Qualifications Vous êtes titulaire d'un diplôme universitaire de niveau Master (ou équivalent) en génie civil, ingénierie, architecture ou domaine pertinent, complété par une formation certifiante en gestion de projet et un minimum de 7 ans d’expérience dans un environnement de gestion de projets et de portefeuille projets. Vous possédez une expérience confirmée en gestion de portefeuille de projets complexes ou en gestion de projets complexes. Une certification en gestion de projet (HERMES ; IPMA, Prince2 ou PMI) et une expérience avérée en PMO dans le secteur de la construction ou de l’immobilier seront privilégiées. La connaissance de l’ISO 55001 est un atout. Vous possédez d'excellentes capacités d'analyse, de négociation et de communication. Vous maîtrisez les méthodes et outils de PMO, de pilotage de portefeuilles et de gouvernance projet, incluant une gestion informatisée des portefeuilles de projet (PPM). Vous avez de l’expérience en structuration de projets, planification, évaluation de charges et en gestion d’interdépendances. Vous faites preuve d’autonomie, de diplomatie, du sens du collectif et de capacité à interagir avec des parties prenantes diverses.
