Job Description: Assistant Vice President of Compliance and Risk Management
Organization: Federally Qualified Health Center (FQHC)

Reports to: CHRO or Executive Leadership

Position Summary
The Assistant Vice President (AVP) of Compliance and Risk Management is a key leadership role responsible for overseeing and implementing the compliance and risk management programs for a Federally Qualified Health Center (FQHC) in Rhode Island. This position ensures adherence to federal, state, and local regulations, including those set by the Health Resources and Services Administration (HRSA), Centers for Medicare & Medicaid Services (CMS), and other governing bodies. The AVP will develop and maintain policies, procedures, and training programs to mitigate risks, ensure regulatory compliance, and promote a culture of integrity and accountability across the organization.

Key Responsibilities

  • Compliance Program Oversight
  • Develop, implement, and monitor the FQHC’s compliance program to ensure adherence to federal and state regulations, including HRSA’s Health Center Program requirements, HIPAA, OSHA, and CMS standards.
  • Conduct regular audits and assessments to identify compliance gaps and implement corrective actions.
  • Serve as a primary point of contact for regulatory agencies and manage responses to inquiries, audits, or investigations.
  • Risk Management
  • Identify, assess, and prioritize risks related to clinical operations, financial practices, data security, and organizational activities.
  • Develop and maintain a comprehensive risk management plan, including strategies to mitigate operational, legal, and reputational risks.
  • Oversee incident reporting processes, including investigations and root cause analyses, to prevent recurrence of adverse events.
  • Policy Development and Training
  • Draft, update, and enforce policies and procedures to align with regulatory requirements and best practices.
  • Design and deliver compliance and risk management training programs for staff, providers, and leadership.
  • Promote a culture of compliance through regular communication and education initiatives.
  • Data Privacy and Security
  • Ensure compliance with HIPAA and other data protection regulations, safeguarding patient information and organizational data.
  • Collaborate with IT and clinical teams to implement secure systems and protocols for electronic health records (EHR) and other sensitive data.
  • Regulatory Reporting and Grants Compliance
  • Oversee compliance with grant requirements, including Uniform Guidance for federal awards, and ensure accurate reporting to HRSA and other funding entities.
  • Monitor changes in healthcare regulations and advise leadership on necessary operational adjustments.
  • Collaboration and Leadership
  • Work closely with clinical, financial, and operational leadership to integrate compliance and risk management into daily operations.
  • Provide guidance to the Board of Directors and executive leadership on compliance and risk-related matters.
  • Supervise and mentor compliance and risk management staff, fostering professional development and team collaboration.

Qualifications

  • Education: Bachelor’s degree in healthcare administration, public health, business, law, or a related field required; Master’s degree or JD preferred.
  • Experience:
  • Minimum of 5-7 years of experience in compliance, risk management, or a related field, preferably in an FQHC or healthcare setting.
  • Proven track record of managing compliance programs and navigating federal and state healthcare regulations.
  • Experience with HRSA compliance and FQHC operations strongly preferred.
  • Certifications: Certified in Healthcare Compliance (CHC), Certified Professional in Healthcare Risk Management (CPHRM), or similar credentials preferred.
  • Skills and Competencies:
  • In-depth knowledge of federal and state healthcare regulations, including HRSA, HIPAA, and CMS requirements.
  • Strong analytical and problem-solving skills with the ability to assess and mitigate risks effectively.
  • Excellent communication and interpersonal skills to engage with diverse stakeholders, including staff, leadership, and regulatory agencies.
  • Ability to manage multiple priorities in a fast-paced environment while maintaining attention to detail.
  • Proficiency in EHR systems, compliance software, and data analysis tools.
