This position is a flex position. Candidates will be hired in at a level I, with a starting salary of $33.56 hourly. After a 12-month period, the selected candidate will be evaluated to determine if they meet the criteria to flex to a level II, with a starting salary of $36.96 hourly.
INTRODUCTION: Human Resources will screen applications and supplemental questionnaires. Candidates possessing the strongest skills and experience for this position will be forwarded to the hiring department for further evaluation and to determine who will be invited to the formal interview process. The successful candidate may be required to pass a drug screening, background check and may be required to pass a job-related physical evaluation.
The ideal candidate would be able to demonstrate the ability to coordinate multiple on-going projects and contracts in different stages of progress while working with various teams, customers, and individuals; have the proficiency to assess situations using multiple perspectives; possess situational awareness to observe and follow safety protocols, including but not limited to social-distancing and pandemic-related procedures; be receptive and ready to learn new hardware and software technologies; and have demonstrated the ability to progress within their profession from an entry level position to a position of responsibility such as a foreman, crew leader, superintendent, etc.

DESIRED MINIMUM QUALIFICATIONS

Knowledge of:
Laws, statutes, codes and ordinances governing public works construction projects involving water facility construction including American Concrete Institute (ACI), National Electric Code (NEC), American Water Works Association (AWWA), American Society for Testing and Material Standards (ASTM), other federal, state, county and city regulations and applicable District and Bureau of Reclamation standards, requirements and procedures; common engineering construction principles, methods and techniques; proper usage of construction materials and equipment; water system operation, installation and applicable District procedures; safety requirements and procedures pertaining to work practices; theories, principles and practices of engineering, hydraulics, electronics and chemistry at a level applicable to assigned duties; engineering mathematics, including algebra, geometry and trigonometry; asphalt paving and structural concrete; pump and motor operation; surveying principles, methods and techniques; compaction principles, methods and techniques; basic design and layout of the water transmission and pipeline network including depth, size and location of lines.
Ability to:
Analyze and interpret varied and complex water facility construction plans and specifications; operate and use a wide variety of common construction, location and surveying tools including drafting tools, electronic locators, cameras, two-way radios, line digital tools and applications, pipeline and underground utility locators, compaction and concrete testing equipment, nuclear density gauges and electronic testing gauges; make quantity calculations and prepare estimates; inspect difficult and varied engineering construction; accurately evaluate locations and features of the transmission system and related facilities, perform pipeline pathway locations and inspect construction activities in transmission line rights-of-way; enforce and interpret regulations with firmness, tact and impartiality; record accurate documentation with on-line digital tools and applications during on-site field inspections; perform field tests following precise procedures and interpret observations and test results to determine acceptability; work independently in the field; coordinate necessary work between several entities; establish and maintain effective working relationships with contractors, property owners, representatives of other public agencies, the public and others encountered in the course of work.
Training and Experience:
The following are typical ways of obtaining the knowledge, skills and abilities outlined above:
Inspector I – Graduation from high school or G.E.D. equivalent; and four years of experience in public works construction, including two years as a project inspector in the waterworks industry; or an equivalent combination of training and experience.
Inspector II – An Inspector I may be considered for advancement to Inspector II after demonstrating proficiency to perform the full range of duties of the latter class and obtaining the required certifications. Proficiency criteria and the process for demonstrating performance at the levels established in the criteria are established jointly by hiring authorities and the Director, Human Resources and are described in a separate document.
Licenses; Certificates; Special Requirements:
A valid Nevada driver’s license and the ability to maintain insurability under the District’s Vehicle Insurance Policy.

The following certifications or their equivalent, or the ability to obtain such certifications within 12 months of hire, are required for Inspector I:

• Nuclear density gauge operation certification (Troxler or District-approved equivalent).
• Nevada State Water Distribution Operator, Grade I, or Water Treatment Operator, Grade I; OR AWWA Water Distribution Operator, Grade I, or AWWA Water Treatment Operator, Grade I
• Las Vegas Valley Water District Inspection Training Course Certification.

Advancement to Inspector II requires, in addition to the certifications required for Inspector I, the following certifications:

• American Concrete Institute, Field Testing Technician, Grade I.
• Nevada State Water Distribution Operator or Water Treatment Operator, Grade II; or AWWA Water Distribution Operator or Water Treatment Operator, Grade II OR Nevada State Water Distribution Operator or Water Treatment Operator, Grade I or AWWA Water Distribution Operator or Water Treatment Operator, Grade I and National Institute of Certification in Engineering Technologies (NICET) Level II - Underground (Water and Sewer) .

Failure to obtain these all required certifications within the required 12 months from date of hire will result in the applicant returning of their previous classification.

Under general supervision, performs detailed inspections of multi-disciplined public works, waterworks and utility construction projects; integrates plans, details and specifications to ensure construction and contract compliance; prepares project inspection reports; assists in the change order process; monitors and inspects construction activities within rights-of-way to ensure that transmission lines, fiber optic and telemetry cable, cathodic protection equipment and other structures are not damaged; meets with contractors to determine encroachment types and specifications and to ensure permits are obtained; and performs related duties as assigned.
