Job Description This position is eligible for an additional sign-on bonus. The Field Healthcare Program Manager is responsible for overseeing the planning, implementation, evaluation, and day-to-day operational direction of health care programs within the facility to support patient care, operational efficiency, mission readiness, and compliance. The role coordinates resources, manages budgets, supports multidisciplinary operations, and helps ensure health care services and related programs are delivered in accordance with applicable policies, accreditation requirements, laws, regulations, and contract requirements. The position provides program direction across administrative and clinical support functions, maintains operational oversight through supporting managers, monitors program performance and required reporting, and supports safe, effective, and compliant health care operations in a hazardous-duty environment. Key Responsibilities: Design and implement health care programs that address patient needs, improve care delivery, and support facility goals. Oversee multiple projects within the program to ensure they are completed on time, within budget, and to required standards. Develop and manage program budgets, ensuring efficient allocation of resources and compliance with financial policies. Collaborate with health care professionals, administrators, supporting managers, senior management, and outside agencies to support successful program execution and alignment with strategic and operational objectives. Track and evaluate program performance using key metrics and implement improvements based on data analysis and feedback. Ensure programs adhere to regulatory requirements, accreditation requirements, and health care standards, maintaining compliance with applicable laws and policies. Identify and mitigate risks associated with program implementation and operation. Prepare and present reports on program progress, outcomes, mission-related data, and financial status to senior management and relevant stakeholders. Monitor compliance with required elements of applicable policies, regulations, and accrediting-body requirements by monitoring operations, performing internal assessments, and initiating changes where required. Monitor and direct required programs, documentation, reports, and mission-related data in accordance with established timelines, policy, and accreditation standards. Monitor incidents, sentinel events, and potential litigation situations, and support documentation of corrective actions, including evaluation and adjustment of local operating processes and procedures. Ensure required meetings are held and documented in compliance with established policies and accreditation standards. Ensure fiscal responsibility through appropriate management of the clinic budget. Ensure government-furnished property and supplies, including medical equipment and administrative supplies, are properly accounted for and maintained in good condition sufficient to meet mission requirements. Oversee the local government purchase card program to help ensure appropriate levels of medical equipment and supplies are available and accessible for clinic operations. Communicate resource and funding needs to the proper authorities with required supporting documentation. Complete required organizational compliance education, including assigned requirements that are client-specified, for Joint Commission Healthcare Staffing Services certification or other regulatory bodies. Qualifications Basic Requirements/Certifications: Minimum of eight (8) years' experience in program management or equivalent healthcare experience. Correctional Health experience preferred. Knowledge of issues confronting the health care delivery system, including specific problems and concerns of special population groups. Flexibility and ability to adapt to sudden changes in schedules and work-related requirements. High degree of independence, initiative, and follow-through on a wide range of sensitive, complex, and program issues. Proven ability to respond 24/7 to staff for consultation. Maintains basic readiness status. American Heart Association (AHA) Basic Life Support (BLS). Education Required: Master's Degree in a relevant healthcare field of study. Physical Requirements: This position is considered hazardous duty. Required to walk unaided at a normal pace for up to 5 minutes and maintain balance. Required to jog/fast walk up to ¼ mile.
