DUTIES AND RESPONSIBILITIES: The Chief Librarian of the Columbus Memorial Library is responsible for the overall management of the Library, Archives, Records Management, and Documents Control programs. The Chief Librarian serves as the organization's expert in the field of Library Science, and as such advises the Secretary General and the Assistant Secretary General and governing bodies in all matters related to the acquisition and implementation of new technology and the administration of the Library. The Chief Librarian's duties include the following: • Develops, plans, organizes, and implements the work of the Columbus Memorial Library and information services which include the Library, Archives, Records Management, Information Services, Access to Information [mandated by Executive Order 12-02], and documents control programs. • Develops and implements policies and guidelines relating to the preservation of and access to material and digital archives by establishing metadata requirements; retention schedules for incorporation into electronic recordkeeping systems; transfer, maintenance and security protocols; and selection standards for digitization. • Directs, monitors, and evaluates acquisition procedures; the development of the collections, bibliographic control of all materials in the collection; and the information services. • Formulates the overall policies, procedures, objectives and guidelines affecting the maintenance of the Organization's non-current records and the delivery of reference services, archival description and records information systems management. • Ensures the preservation of information assets with continuing value by appraising records, developing and implementing retention schedules standards for intellectual control and retrieval, advising internal and external users regarding the use of the Archives and Library's holdings. • Prepares the budget for the Library and manages expenditures; prepares reports on library activities and programs; and assigns, trains, reviews the work, supervises and evaluates de performance of the Library's staff. Promotes the Library's services and the OAS's special collections through presentations and exhibits. • Provides technical advice and services to OAS staff and high-level officials of OAS missions and member government and specialized agencies, interpreting their information needs, and assisting them with library and information policy and program questions and issues, as needed. Advises on matters relating to the Library. • Assesses, oversees, directs the acquisition of and guides the introduction of automated techniques and other related technology for management of the Library and for information storage and retrieval including an integrated system for library, archives, records management, and documents control. QUALIFICATIONS: EDUCATION & EXPERIENCE: Essential: First University Degree (Bachelor) in Library and Information Science, Archives and Records Management, International or Latin American Affairs, Public Diplomacy or a related field, issued by a duly accredited institution and 11 years of relevant experience OR Advanced University Degree (Master) in one of the fields listed above issued by a duly accredited institution and 7 years of relevant experience OR Doctorate in one of the fields listed above issued by a duly accredited institution and 4 years of relevant experience. Desirable: Experience or knowledge of the OAS mandate and priorities as related to the area of work and/or the dynamics of the Inter-American agenda and system. COMPUTER SKILLS: Ability to effectively work using Microsoft Office (e.g. Outlook, Word, and Excel), and other software applicable to the area of work. LANGUAGES: • Essential – Proficient in at least two of the following languages: English, French, Portuguese, and Spanish (read, write and communicate); Language proficiency examination will be required. • Desirable – Working knowledge of the other two official languages. PERSONAL COMPETENCIES: Client Orientation, Knowledge Sharing, Teamwork, Interpersonal Skills, Managing and Coaching Staff, Strategic Planning, Encouraging Innovation, and Decision Making/Judgment. No candidate for a position in the General Secretariat subject to the competition requirement shall be contracted until he/she has passed language proficiency exams administered by the DHR in at least two of the official languages. Nevertheless, i) Any candidate, including staff member whose native language is one of those four languages shall only be required to demonstrate proficiency on an exam in one of the others; and (ii) Persons applying for G-1 and G-2 positions at Headquarters and G-3 driver/clerk positions in those Offices of the General Secretariat in the Member States where the language requirement unduly restricts the recruitment of otherwise qualified staff shall be exempt from this language proficiency requirement for as long as they occupy those positions. Subsequently, in order to be eligible to compete for a higher-level position, any staff member who has benefited from this exemption must demonstrate proficiency in a second official language of the Organization. (iii) A person selected as the best candidate may receive a fixed-term contract, which will be considered to have lapsed in case the person does not pass the required language examination within the 36 months following the appointment. Please note that the mandatory retirement age for staff members at the General Secretariat of the OAS is 65 years. Benefits: - Compensation: Professional Category: Remuneration = Basic Salary + Post Adjustment Net of taxes for non-US citizens - US citizens tax reimbursement: US Citizens are reimbursed for most taxes paid on OAS remuneration. - Paid Annual Leave: 21 days from 1st year. Increase to 30 days within 5 years. - Sick Leave and Parental Leave. - Health Insurance: OAS pays 2/3 of premium. - Pension and Savings Plans: In addition to salary, OAS contributes 14% of pensionable remuneration to a Retirement and Pension Plan. Staff contribute 7%. - Additional benefits (dependent on contract type): Mobilization allowance, repatriation grant, language allowance home leave travel, dependency allowance, life insurance.
