The Flood & Climate Resilience Management (FCRM) team here in Leeds is doing innovative and important work to make Leeds a more climate resilient city. Following the completion of one of the largest and most innovative flood schemes in the country this year, we are seeking to recruit to a number of roles across our team, and we have opportunities at a range of grades and in different specialist areas. Although traditionally flood risk management is a civil engineering discipline, our FCRM team here in Leeds is looking for a diverse group of people that can bring skills and experience from a broad range of disciplines, such as (but not limited to) geography, project management, infrastructure operation and maintenance, data management, and environmental management.

QUALIFICATIONS

HNC/HND or similar relevant qualifications or can demonstrate relevant experience at a senior level.

ABOUT THE ROLE

We have a rewarding opportunity for a flood risk professional working with all the teams within Flood and Climate Resilience Management and the wider Civil Engineering service area. This is a management/operational role, which offers a diverse and challenging workload. You will lead, support, advise and assess the work of others both within the council and external parties, including consultants and contractors to ensure we protect against present and future flood risk.
With a multitude of innovative schemes currently underway to help support the city’s ambition to be ‘The Best’, this is an excellent opportunity to join a forward-looking workforce.

JOB PURPOSE

To work as a member of the Flood & Climate Resilience Management team engaged in all works to reduce flood risk in Leeds. Also to engage in the delivery, inspection, operation and maintenance of flood risk assets, undertake activities as required and supervise the work of other staff within the team.

RESPONSIBILITIES

  • To support and contribute towards reducing the risk of flooding in Leeds by ensuring that all stages of the development, delivery, operation and maintenance of works and assets are properly utilised in the management of flood risk.
  • Maintain and develop Flood & Climate Resilience Management systems and Leeds’s Flood Risk Asset Register accurately, consistently and timely.
  • Liaise with partner organisations to manage the currency of flood risk-related GIS data sets and develop the range of existing spatial data held.
  • To be motivated to achieve Corporate Plan, Service Plan and Divisional Plan objectives.
  • Promote and deliver positive solutions to achieving diversity and equality in all aspects of service delivery, and community engagement areas, focusing on equality of outcome.
  • Work towards achieving a good level of technical competence. Provide technical support to the processes and procedures operating within the team.
  • To improve own practice through observation, evaluation, discussion with colleagues, development programmes, and knowing when to seek help and advice.
  • Contribute to the service’s overall ethos, work, and aims by working collaboratively with colleagues and attending relevant meetings and training as requested.
  • Be aware of and comply with Leeds City Council policies and procedures in the duties of the post and as an employee of the Council, reporting all concerns to an appropriate person.
  • Assist the wider team in the management and supervision of junior members of staff and the supply chain.
  • To ensure the team delivers against its KPIs.
  • Provide a high-quality and cost-effective flood risk advisory service to support the growth agenda for the city.
  • Support and assist in the development of policies.
  • Maintain good awareness of Health and Safety, and key planning and drainage legislation, as it applies to the work of the team.
  • Provide expert advice to other sections of the council on flooding and drainage.
  • Ensure that own work contributes to the sustainability agenda.
  • Working knowledge of various hydrological and hydraulic modelling methods, surface water drainage design and associated software, including SuDS, GIS, and AutoCAD.
  • Carry out the investigation of land drainage and flooding problems as directed and report thereon.

As an Engineer in Flood & Climate Resilience Management, you will bring to the role:

  • Ability to work as an effective member of a team in order to achieve positive outcomes and provide a flexible and responsive service.
  • An understanding of drainage, sewerage systems and basic drainage law
  • An understanding/appreciation of Flood and Water Management Act 2010 and other related flood risk management legislation
  • Relevant experience in the delivery, management, inspection, operation and maintenance of flood risk management or related assets
  • Must be able to work with minimal supervision to manage competing priorities whilst delivering on a range of schemes and adapting to changing and challenging circumstances and priorities.
