POSITION SUMMARY: The Early Head Start Child Care Partnership Senior Director, in collaboration with the VP, is responsible for assuring all the Head Start program mandates and standards for excellence are met daily. This position assists in the development of the structure, systems, and procedures to facilitate this. In addition to operating responsibility for programmatic aspects of the program, it bears the responsibility of assuring that the program is strategically positioned for the future. Principal Duties and Responsibilities: Program Planning and Management Assures compliance with funding source mandates, all applicable laws, and regulations, and assures that standards, which exceed the minimum, are being met. Following guidance from the VP CFE, participates in the development and execution of long and short-range goals for UW Early Head Start Child Care Partnership– specifically, Program Design and Management. Provides guidance and leadership to staff by ensuring the staff understand the policies and procedures and program goals, and emphasizes the importance of the program achieving high standards of quality, internally and through public and private sector partnerships. Reviews and analyzes monthly financial and statistical reports to assess the budget status and to initiate preventative measures if any problems appear to be predicated. In collaboration with the VP, monitors agreements for the purchasing of goods and services, and ensures that bids are solicited in accordance with state and federal regulations. Assures that the program serves the number of eligible children for which it is funded. In conjunction with service areas supervisors, reviews and analyzes monthly Attendance Reports to assess chronic absenteeism and use individual child attendance data to identify children with patterns of absence that put them at risk of missing ten percent of program days per year. Develop appropriate strategies to improve individual attendance among identified children, such as direct contact with parents or intensive case management, as necessary. In collaboration with staff, develop Annual Work Plans for all service areas for children 0-36 months and their families. Works with other organizations in the community to foster collaboration as defined by the federal Head Start. In conjunction with the VP, the Board of Directors, staff, and Policy Committee, lead planning meetings in which long and short-term goals for improvement are established. Produce high-quality reporting, recommend efficient strategies to prevent concerns, and provide effective solutions to concerns that may arise. Ensures the implementation of the program self-assessment as mandated by the Office of Head Start. Ensures the information submitted in the Program Information Report (PIR) is accurate before reporting to the Office of Head Start. Oversees the Policy Council meeting and agenda to ensure pending items are addressed and voted upon. Collaborates in the development of a funding application every year. Keep abreast of all regulations, Program Information and Information Memoranda pertaining to the Early Head Start program. Ensure that partners receive and review these materials on a monthly basis. Assist partners in developing procedures based on this guidance. Maintains effective, appropriate communication with the CFE Committee, including: Attending all regular and special meetings, and committee meetings Providing a written report to the board on the programmatic status of the program and of the administrative activities since the last meeting, monitoring results, and strategies to resolve problems, including the update of the program goals. Communication of relevant information from the funding sources Assures remediation of any non-compliances found in partner programs or grantee assessment and incorporates recommendations into planning for the improvement of the program. Hears and resolves community complaints about the program, seeking input from staff, parents, or the Board, as needed. Completes and submits regular reports to the funding sources, the CFE Committee, Board of Directors, and the Policy Committee. In consultation with the Associate Director, the representative assures us that classrooms and playgrounds are well-equipped. People & Engagement Responsible for Performance Management plans for all supervisees. Responsible for approving Time and Attendance in a timely manner for any hourly staff directly under his/her supervision. Include progressive counseling, as needed, ensuring that UWM, EEOC, federal, state, and local guidelines are adhered to. Develop strategies that support retention and team building through all divisions’ communication systems and staff meetings. Manages staff, consumers, and general public grievances according to policies and procedures Responsible for tracking the implementation of strategies to meet Program Goals. Monitors the implementation of the responsibilities of employees through observation, monthly supervisory meetings, team meetings, and review of files and documentation. Carries out the function delineated in procedures for staff grievances. With the assistance of the UW People & Engagement Department, hires, and if necessary, separate employment with staff, complying with applicable laws, regulations, Personnel Policies and Procedure assures parent input into the hiring and/or separating employment of staff prior to seeking their approval for the personnel action. Health Safety, Licensing In collaboration with the Early Head Start Grantee HUB team, ensures compliance of EHS CCP partners with the Early Head Start Performance Standards, Department of Children and Families regulations, and all requirements of any accreditation programs have completed. Financial Maintains a close working relationship with the Fiscal Coordinator, which provides the Senior Director with information for budget writing and the status of the budget to facilitate effective oversight of expenditures. Staff Supervision/ Professionalism Maintain confidentiality and model a professional work ethic. Participate in the onboarding of the HUB staff by having a greet and meet meeting to discuss program goals. Demonstrate knowledge of ages and stages of development for children 0 to 36 months. Monitors the implementation of the responsibilities of employees through observation, monthly supervisory meetings, team meetings, and review of files and documentation. Ensures the practice of reflective practice and supervision, and touchpoints to support the work with children and staff. This includes the effective implementation of reflective supervision to support the development and evaluation of their performance through a process of inquiry that encourages their understanding and articulation of the rationale for their own practices. Attend community meetings, training, or events. Positively project UWMD’s mission, goals, philosophies, and policies to families, staff, and the community. Keeps abreast of trends and research in the early childhood field. Teamwork Establish and maintain a relationship of cooperation and respect with co-workers, assuming a fair share of work and demonstrating initiative. Lead and supervise all teams through communication, collaboration, and discussion of individual staff needs, partners’ needs, and curriculum planning. Lead a healthy climate for all HUB staff. Requirements Education Requirements: A bachelor's degree with at least three years of experience in Head Start Management systems is required. Master's degree in Early Childhood Education or related Child Development field preferred. Bilingual is preferred. Additional Requirements: Regular access to a reliable vehicle; vehicle insurance, which would include periodic transportation of program participants. Ability to work a flexible schedule, including some evenings and/or weekends. Ability to pass a health examination and criminal background check.
