Summary: The Senior Technical Analyst will provide crucial technical support on federal grant projects. This role will be responsible for communicating expectations and requirements to project applicants, analyzing proposals and budgets using the FEMA BCA Toolkit to ensure cost effectiveness and compliance within the established program requirements, and provide coordination between Local, State and Federal levels of government, as well as other entities. The Senior Technical Analyst will also work closely with the business development team to expand YA Gov’t Services' technical service offerings. Role & Responsibilities: BCA Technical Review: Oversee the lifecycle of mitigation projects from pre-award review to award closeout, communicating and collaborating with all applicable parties (counties, cities, state, etc.). Draft project agreements, reviewing requested modifications and updating as needed until a final agreement has been executed. Conduct technical reviews to assess the eligibility, feasibility, and cost-effectiveness of HMA grant applications using the FEMA BCA Toolkit. Submit completed project applications to FEMA for funding. Continuously monitor active projects, review quality reports, process payments, communicate with all involved parties, and ensure compliance regulations are met. Collect, analyze, organize, and summarize financial/grant data. Assist with federal and client-specific reporting requirements. Track and monitor budgets; communicate results with project and client management. Research and maintain fluency in rules and regulations associated with various federal programs, including but not limited to FEMA, the American Rescue Plan Act (ARPA), State and Local Fiscal Recovery Funds (SLFRF), programs under the Infrastructure and Investment Jobs Act (IIJA), or other federal funding workstreams with state and local clients. Form trusted advisor relationships with clients, project management, state agencies, sub-recipients, and internal subject matter experts. Assist client performance management of FEMA funds through routinely and proactively assessing the overall portfolio, anticipating challenges, and providing recommendations. Upon completion of projects, oversee final project inspections and closeout processes referencing the original project agreement. Business Development: Work closely with Business Development to create marketing materials, pitch decks, and value propositions showcasing YA’s technical analysis experience. Actively identify and pursue new technical assistance opportunities through existing relationships, strategic prospecting, lead generating, networking, and other methods. Build and strengthen relationships with client decision-makers and trusted teaming partners to drive business growth. Continuously build on knowledge of YA Gov’t Services division to better understand and provide expertise to potential clients. Provide temporary technical assistance to current and new clients, as needed. Collaborate with Program and Project Managers to ensure projects meet scope, schedule, budget, and quality standards for client satisfaction. Represent YA Gov’t Services at various meetings, conferences, and other events as approved by leadership, as needed, to solicit new clients and provide value proposition to industry stakeholders. Qualifications: Bachelor's degree in emergency management, homeland security, engineering, environmental science, accounting or related field. 10+ years of professional work experience. 5+ years’ experience performing benefit cost analysis using the FEMA BCA Toolkit. Extensive experience using FEMA-approved benefit-cost analysis methodologies for HMA grant applications. Proficiency with Microsoft Office Word, Excel, Outlook, and Adobe.
