GENERAL POSITION DESCRIPTION: Receives information and conducts interviews to determine initial and on-going eligibility for public assistance programs, enters client information into a complex computer system, analyzes information against numerous public assistance programs and their related regulations, and refers clients to a variety of internal and external resources/services. Documents all client interactions and casework clearly, correctly and concisely. The Eligibility Technician position consists of three separate tiers, each with increased responsibility, experience, and independent operation. Level I Applies basic skills while developing some specialized skills in procedures, operations, techniques, tools, materials, and/or equipment appropriate to area of specialization; performs routine and/or repetitive tasks, limited decision making required; generally, works under close supervision; has no or limited appraisal experience; work is performed from within specific limits of established procedures and/or defined instructions. Level II Applies skills and job knowledge in area of specialization; applies procedures, operations, techniques, tools, materials, and/or equipment to meet needs of area of specialization at an intermediate level of knowledge and understanding; may work on non-routine tasks, projects, and applications; resolves issues/makes working decisions within area of specialization or responsibility with minimal supervision. Level III Works on varied tasks ranging from routine to complex. Applies full range of specialized skills and job knowledge; frequently adapts procedures, techniques, tools, materials, and/or equipment to meet specialized needs; may serve as lead; performs broad and/or focused assignments under general supervision; relies on experience and judgment to plan and accomplish assigned tasks. ESSENTIAL FUNCTIONS/ RESPONSIBILITIES: Assesses economically vulnerable clients; evaluates clients’ needs, provides comprehensive eligibility determinations to families or cases in accordance with agency, state and federal program requirements. Conducts interviews with applicants, recipients, and other related parties to obtain information required to determine program eligibility. Interprets and applies complex federal and state policies, rules, and regulations to ensure access to appropriate services and consistent, accurate, and timely processing of client services. Maintains a thorough understanding of complex programs, processes, or specialized systems through participation in ongoing training. Operates databases from a wide variety of systems, provides ongoing case maintenance, and processes applications for assistance and redetermination of eligibility. Supports the relationship between Delta County government and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and County staff; maintains confidentiality of work-related issues and County information; performs other duties as required and assigned. This position requires consistent punctuality and attendance. The primary location of employment for this position is the designated Delta County location/office with the exception of duties that are performed off site as required in responsibilities. The employee is required to perform most (generally, 95%) of assigned duties from this designated office location to allow for client, customer and coworker access and collaboration, unless prior written approval for an alternative arrangement, such as temporary remote work, has been granted by the employee's direct supervisor and/or department head and maintained in the employee personnel file. GENERAL JOB DUTIES: Level I Learns the functions of the Front Desk Administrative Assistant to provide coverage as needed. May testify in hearings on cases appealed as representatives of the department. Communicate effectively verbally and in writing; following and effectively communicating verbal and written instructions. Establish effective working relationships with coworkers and supervisors; be sensitive to individual values and needs. Make objective distinctions between relevant and non-relevant information. Exercise judgment in applying and selecting appropriate rules and regulations. Prioritize and organize daily tasks and work assigned to avoid any backlog. Handle multiple tasks simultaneously, under pressure, and in emergency and stressful situations. Interact with people of different social, economic, and ethnic backgrounds with courtesy, professionalism and respect. Utilize standard personal computer software programs and specialized State and County software. De-escalate upset and/or angry customers; professionally navigate difficult conversations. Perform similar and related duties as assigned. Level II Must complete all duties of a level I at an intermediate level with general supervision. Complete State and County training in Temporary Assistance for Needy Families (TANF), Adult Financial, and Long Term Care (LTC) Medicaid programs. Proficiently process TANF, Adult Financial and Long Term Care Medicaid programs with 95% accuracy and timeliness. Understand eligibility results and detect when benefits have been incorrectly determined, and make necessary corrections. Level III Be an internal resource on all program areas to include an understanding of policies and rules, Colorado Benefit Management System (CBMS) functionality, claims and fraud, and in problem detection and resolution. Display leadership skills, take initiative and model effective and productive communication in a team setting. Assists with training new technicians. Assist with challenging cases/clients, burial applications, as well as some confidential cases. All Levels Should the Board of County Commissioners or another authorized representative issue a local disaster declaration in Delta County, all Delta County employees may be called upon to serve as disaster service workers. Requirements Education: High school diploma or equivalent required; associate’s or bachelor's degree preferred Experience/Abilities: ELIGIBILITY TECHNICIAN I: This is a technical training level position. Must complete State and County training in Medical Assistance, Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance for Needy Families (TANF), and Adult Financial. Training to proficiently process all programs with 95% accuracy and timeliness. Develop interviewing and other communication skills. Work is closely reviewed at a supervisory level for complete documentation and accurate eligibility decisions. Three (3) years’ administrative experience working with the public providing information and assistance utilizing databases, computer programs and application of organizational information. Bachelor's degree may substitute for the required experience; associate's degree may substitute for two years of the required experience. Bilingual in Spanish and English languages preferred but not required ELIGIBILITY TECHNICIAN II: Completed State and County training in Medical Assistance, Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance for Needy Families (TANF), and Adult Financial. Demonstrated ability to process the above programs with 95% accuracy and timeliness. Employees will display an enhanced level of interviewing skills, case processing, and detailed documentation. Incumbents require detailed knowledge of eligibility rules and regulations for assistance programs; the ability to research desk aids and program rules and effectively exercise judgment in applying them to make accurate eligibility determinations. Employee works at an intermediate level consulting with the supervisor on more difficult cases. Employees will have the ability to understand eligibility results and detect when benefits have been incorrectly determined, and make necessary corrections. Advanced level of communication with the ability to de-escalate upset and hostile clients. Select cases are reviewed during the month for compliance with procedures, policy, completeness, accuracy and final decision ELIGIBILITY TECHNICIAN III: Completed State and County training and proficiently processes Long Term Care Medicaid. Demonstrated ability to perform all aspects of Eligibility Technician II expectations at an advanced level requiring little oversight. Process all programs consistently above 95% accuracy and timeliness at an expert level.
