Description Job Purpose: The Director of Quality is directly responsible for the technical and airworthiness aspects of the Inspection Department. This role has overall authority and is directly responsible and accountable for the administration of the 21 Air required inspection program. The DOQ will fulfill the requirements of Chief Inspector and will serve as the highest authority of airworthiness. The titles Director of Quality and Chief Inspector are interchangeable within the 21 Air’s manual system. Duties & Responsibilities: • Direct, plan, and lay out details of inspection standards, methods and procedures used by the Federal Aviation Regulations, manufacturer recommendations and Company inspection policies and procedures. • Assist, direct, and supervise all personnel assigned to the Inspection Department. • Have access to current FAA publications, Airworthiness Directives, manufacturer’s publications, specifications, and tech data on all units maintained or overhauled by the Maintenance Department. • The proper execution of periodic reports required by 14 CFRs. All written reports will be approved by the Director of Quality or his designee, prior to submission to any regulatory authority. • The designation of maintenance and alteration functions as Required Inspection Item (RII), the methods of performing those required inspections and the designation of personnel as authorized inspector for Required Inspection Items. • Establish procedures, standards, and limits necessary for acceptance or rejection of required inspections and procedures to ensure that all required inspections are properly performed. • Establish and maintain the basic empty weight (BEW) information for all 21 Air aircraft including changed to the BEW status and fleet additions. • Chair the CASS Committee and serve as the final authority for major CASS Program activities and decisions. • Monitor Company employee performance to maintain acceptable standards of quality and performance in accordance with 14 CRR’s and the provisions of the Company manual. • Ensure company compliance with 14 CFRs applying to aircraft maintenance and inspection. Received and addresses all correspondence from the FAA and responds accordingly. • Initiate, develop, and accept revisions to company Maintenance Department Manuals (i.e. GMM, CASS, etc.) and), and ensure maintenance personnel are aware of the scope of revision. • Ensure that appropriate operational equipment is installed on newly acquired aircraft through the use of the approved inspection forms. • Oversee the Internal Auditing process to ensure compliance with maintenance departmental publications and FAA requirements. 21 Air, LLC 6505 Waterford District Dr, STE 400, Miami, FL 33126 Tel (336) 265-2837 | Fax (336) 265-2838 • Ensure all training and qualification requirements are met and that all maintenance personnel can competently perform their assigned duties before they are authorized to enter service. • Additional responsibilities identified in the CASS Manual and Maintenance Training Manual. • Responsible for approving all MEL extension requests in accordance with the procedures in this manual and the conditional and limitations in Ops Spec D095. • Periodically review the electronic recurrent audit database for upcoming vendor and maintenance providers and schedule the audits accordingly. • Review and check manual revisions submitted to the Quality department for inclusion into maintenance departmental publications published by 21 Air to ensure consistency across the maintenance departmental publications. • Maintain records and approval of equivalent tooling. • Track calibrated tolling, measuring devices, and test equipment. • The Director of Quality may delegate his assigned duties as necessary. Such delegation does not relieve the Director of Quality of the overall responsibility. • Any other duties assigned by the CEO. Requirements Skills & Qualifications • Airframe and Powerplant (A&P) certificate required. • Bachelor's degree in related field is preferred or equivalent work experience. • Minimum of 7 years of aviation maintenance experience with at least 5 years in the supervisory role. • Strong working knowledge of FAA regulations, GMM, OSHA, and EPA standards. • In-depth understanding of FAA regulations. • Proven ability to lead and motivate a team in a fast-paced operational environment. • Excellent communication, organizational, and problem-solving skills. • Proficiency with maintenance tracking and inventory systems. • Ability to work flexible hours, including nights, weekends, and holidays, as needed. Physical Requirements • Exerting up to 50 pounds of force occasionally, and/or up to 25 pounds of force frequently, and/or a negligible amount of force constantly to move objects. • Ability to stand, bend, and reach to maintain files, sit for extended periods of time. • The worker is subject to both environmental conditions: Activities occur inside and outside. Travel • This role involves occasional travel to oversee maintenance operations, vendor facilities, FAA meetings, and other company-related activities.
