JOB SUMMARY

Information Management Analyst:

• Plan and conduct in-house reviews and special studies by identifying concerns and program deficiencies; by researching and analysing relevant policies, procedures, processes and by recommending and implementing solutions/improvements to ensure data and information management requirements are met.
• Develop and provide presentations to all level of Service employees by promoting IMED programs and business requirements related to Information and Data.
• Develop new methodologies, approaches/strategies and recommend solutions to ensure the efficient operation of IMED programs by researching and evaluating new information and data management tools through the introduction or evolution of technology.
• Provide stakeholder requirements for data and information as part of all Service projects and initiatives.
• Manage and communicate information and data management best practices that support business areas in being compliant with and aware of CSIS and Government of Canada information and data legislation, regulation, policies and CSIS Data Principles.
• Act as a subject matter expert for all personnel regarding complex CSIS information and data management issues in order to determine IMED impact as well as provide effective solution options.
• Liaise with other government departments/agencies to ensure that CSIS information and data management practices and procedures remain effective and efficient when new technology policies and projects are introduced.

Supervisor:

• Manage the activities of the section by planning, developing/monitoring/revising plans/objectives, directing subordinates and evaluating work performance.
• Conduct research and analysis on critical issues and concerns as identified by management.
• Forecast/review results and expectations and implement short/long term program and resource requirements.
• Prepare detailed documents on issues pertaining to projects by gathering information and data; conducting analysis and preparing reports and assessments of gaps and opportunities.
• Analyse information and provide support to meet Division and Branch requirements for plans, policies and budgetary needs in accordance with Service requirements.
• Control/administer all initiativesprocess by evaluating/recommending changes to policy / standards/ methods/procedures.
• Liaise with other government departments/agencies to ensure that CSIS is able to remain effective and efficient when new technology policies and projects are being developed and introduced.
• Lead/coach/manage employee directly and indirectly to respond to their needs and ensure excellent client service.

EDUCATION

• Undergraduate degree and three (3) years of experience*, or
• College diploma and five (5) years of experience*, or
• High school diploma and seven (7) years of experience*.
  The Undergraduate degree/College Diploma must be obtained from an accredited learning institution recognized in Canada. If you completed a program outside of Canada you will be required to obtain proof of a Canadian equivalency at your expense from an accredited learning institution recognized in Canada.

EXPERIENCE

Experience is defined as working in an Information and Data Management* or Information Technology* environment including research, analysis, information or data life cycle management.
**Information and Data Management is defined as, for example, information and data governance/policy, records management, access to information and privacy, information management systems, archives and libraries.
*Information technology is defined as, for example, information technology governance/policy, metadata management, business analysis.

Candidates must also possess:

• Two (2) years experience researching standards and practices, gathering, analyzing or providing requirements for projects.
• Two (2) years experience in identifying problems and challenges and recommending solutions to management.
• Two (2) years of experience providing both written and oral communication (e.g. briefing notes, presentations and status reports) to employees at different levels.
• Two (2) years of experience communicating or advising employees on policies and procedures.
• For the Supervisor position only, candidates must also possess two (2) years of formal or informal* supervisory experience*

**For informal supervisory, we are looking for experience related to the skills required to perform the functions, and not necessarily formal “supervisory” experience. Depending on the number of employees to be supervised, this may involve various degrees of experience in planning, coordination, control, and leadership of human resources. These skills may have been acquired through both work-related and other experiences, including volunteer and other work experiences outside the Service, as a supervisor or not.

SECURITY REQUIREMENTS

Candidates must be eligible to receive an Enhanced Top Secret security clearance. The process involves a security interview, a polygraph, and a background investigation that includes credit and financial verifications. The use of illegal drugs is a criminal offense.
