Description du poste Gestionnaire du réseau de transport d’électricité français, RTE assure une mission de service public : garantir l’alimentation en électricité à tout moment et avec la même qualité de service sur le territoire national grâce à la mobilisation de ses 10000 salariés. RTE gère en temps réel les flux électriques et l'équilibre entre la production et la consommation. RTE maintient et développe le réseau de haute et très haute tension (de 63 000 à 400 000 volts) qui compte plus de 100 000 kilomètres de lignes aériennes, plus de 6 000 kilomètres de lignes souterraines, 2 800 postes électriques en exploitation ou co-exploitation et 51 lignes transfrontalières. Le réseau français, qui est le plus étendu d’Europe, est interconnecté avec 33 pays. En tant qu’opérateur industriel de la transition énergétique, RTE optimise et transforme son réseau pour raccorder les installations de production d’électricité quels que soient les choix énergétiques futurs. Enfin, par son expertise et ses rapports, RTE éclaire les choix des pouvoirs publics. Au sein du secrétariat général, entre autres missions, la Direction de la Conformité et de la Sécurité du patrimoine (DCSP) est chargée d’élaborer et d’animer la politique de sécurité du patrimoine matériel et immatériel de l’entreprise, en lien étroit avec les différentes parties prenantes, internes et externes. Dans un contexte de mutation du réseau et d’affirmation et de diversification des menaces, pour mieux faire face aux défis actuels et anticiper ceux à venir, elle se réorganise autour de quatre pôles : éthique des affaires, protection informationnelle, protection du patrimoine (pôle technique), protection physique (pôle opérationnel). Il est ainsi créé un emploi de chef de pôle protection physique. Le titulaire de l’emploi sera membre du CODIR de la DCSP et dirigera le pôle désigné, composé pour l’instant de 3 personnes, chef de pôle compris. Il sera chargé d’actualiser la politique de sécurité physique du patrimoine de RTE, à l’aune de l’évolution des menaces et des nouvelles réglementations, en relation avec le pôle protection du patrimoine (pôle technique) et les services et les métiers. Parallèlement, il conduira les activités opérationnelles de protection du patrimoine physique en lien étroit avec les autres pôles de la direction, les correspondants sécurité du patrimoine et les différents métiers concernés. Il sera mis à contribution, notamment, pour effectuer des opérations de contrôle, d’inspection et d’audit interne et participer aux différents exercices organisés. Il contribuera à développer des synergies entre les pôles de la direction. Il organisera l’activité de son pôle de sorte qu’outre les missions ci-dessus, il animera le réseau des correspondants sécurité du patrimoine, apportera conseil aux métiers et contribuera à renforcer la culture sécurité du patrimoine. Il nouera et entretiendra des relations suivies avec les acteurs étatiques et privés, aux niveaux national (notamment interministériel) et local, en vue d’identifier toutes les synergies possibles dans le domaine de la sécurité et servir les intérêts de l’entreprise. A son niveau, en particulier, il pilotera l’instruction de différents dossiers administratifs (enquêtes administratives, procédures d’habilitation au secret de la défense et de la sécurité nationale, etc.) et suivra celle des dossiers incombant aux entités territorialisées (plans particuliers de protection, plans particuliers d’intervention, etc.). Il assurera une veille réglementaire et technologique. Le titulaire sera soumis à une habilitation. Qualifications Enseignement supérieur de niveau master 2 ou grande école militaire - titulaire du brevet Ecole de Guerre pour un militaire. Expérience professionnelle d’au moins 15 ans dans des emplois opérationnels, en administration ou en état-major de force. Connaissance des institutions – dans le champ interministériel, et aux niveaux national et territorial. Compétences techniques dans le domaine de la protection des actifs (réglementation, doctrine, méthode, technologies, etc.) Expérience du monde de l’entreprise si possible, idéalement au sein d’un environnement en lien avec les industries électriques et gazières. Aptitude à concilier exigence politique, aspects stratégiques, dimensions opérationnelles et techniques. Capacité à voir loin, donner envie, piloter et favoriser le collectif.
