Description

STRATEGY & OPERATIONS

  • Leadership and management of the HR Team in effective discharge of all HR Functions and day-to-day operational activity.
  • Provide leadership in the area of change management to ensure alignment of HR to Hospital strategic principles and goals.
  • Provide expert HR and ER support, direction and guidance on all matters relating to HR and HR processes to the Executive Management Team, managers and staff working within the hospitals to ensure compliance with best practice and legislation.
  • Development of the HR function as a professional service in line with Hospital HR Strategy and ensure the implementation of a HR operational model in support of the efficient and effective deployment of HR resources within the hospital to achieve its business objectives.
  • Provide appropriate and agreed HR data analytics, KPIs and business intelligence to the Secretary/ General Manager and Senior Management. Lead in development of data dashboards to assist with decision-making and service planning.
  • Lead in negotiations with staff and staff representative groups in relation to all employee relations and personnel matters. This include participating in WRC hearings, Labour court, Rights commissioners, conciliation and other similar type proceedings
  • Lead and participate in Union engagement meetings where appropriate
  • Ensure the implementation of HR operational models to support the efficient and effective resourcing of service developments and deployment of human resources within the hospitals to achieve its business objectives and strategic principles.
  • Provide oversight and ensure controls are in place to manage budget headcount within financial limits and ensuring that staff levels are not exceeded where appropriate.
  • Work collaboratively with the Finance Function in the management and control of headcount and pay budgets.
  • Support and advise Management/Heads of Departments on staffing levels, headcounts budgets and service planning.
  • Support Heads of Departments in drafting appropriate job descriptions that meet the requirements of the service and provide for appropriate conditions of employment
  • Lead in development and implementation of recruitment strategies in accordance with best practice and legislation that promotes the hospital as an employer of choice to attract the highest calibre of staff with the appropriate skill mix.
  • Develop and maintain a strategic workforce plan for the short and long term that supports the hospital in service planning, change management and service development

QUALIFICATIONS AND/ OR EXPERIENCE

  • 5 years + senior human resource management experience encompassing workforce planning, recruitment, employee/ industrial relations, performance management, succession planning, HR data/ KPI’s, training and development.
  • Experience of working with multiple unions and negotiating with unions.
  • Strong working knowledge of HR and IT systems - Mega HR/SAP HR, MS Excel, Word, PowerPoint
  • Strong working knowledge of employment law
  • Excellent report writing and communication skills with technical ability to present data in a timely and professional manner
  • Candidates must possess the requisite knowledge and ability, including a high standard of suitability, for the proper discharge of the office.
  • A relevant third level qualification is essential.

HEALTH & SAFETY

It is the responsibility of line managers to ensure that the management of safety, health and welfare is successfully integrated into all activities undertaken within their area of responsibility, so far as is reasonably practicable. Line managers are named and roles and responsibilities detailed in Safety Statement.
Key responsibilities include:
Developing a SSSS for the department, as applicable, based on the identification of hazards and the assessment of risks, and reviewing/updating same on a regular basis (at least annually) and in the event of any significant change in the work activity or place of work.
Ensuring that Occupational Safety and Health (OSH) is integrated into day-to-day business, providing Systems Of Work (SOW) that are planned, organised, performed, maintained, and revised as appropriate, and ensuring that all safety related records are maintained and available for inspection.
Consulting and communicating with staff and safety representatives on OSH matters.
Ensuring a training needs assessment (TNA) is undertaken for employees, facilitating their attendance at statutory OSH training, and ensuring records are maintained for each employee.
Ensuring that all incidents occurring within the relevant department/service are appropriately managed and investigated in accordance with the hospital policy.
Seeking advice from health and safety professionals through the National Health and Safety Function Helpdesk as appropriate.

Responsibilities

PURPOSE OF THE POST

The post holder is responsible for the leadership, delivery and implementation of a range of generalist HR services over the Rotunda campus and the effective discharge of all day-to-day operational HR operations with particular emphasis on recruitment/retention, contract management and IR issues.
This is a senior Management role, which will contribute to the ongoing strategic development of a People and Development agenda in the Hospital with particular focus on promoting good human resources management practices and fostering positive and collegial working relationships.
Providing guidance on to Senior Management on HR strategy and policy direction and governance on people related matters to influence, monitor and support the changing structure and workforce with focus on change management, leadership and development support.

OTHER DUTIES

  • Provide timely and relevant HR reports to the Executive Management team and appropriate departmental heads, and other Management and Board Committees in the Hospital.
  • Participate and support workings of various Hospital Management committees
  • Participation in continuing professional and development activities consistent with role
  • Any other duties appropriate to the office that may be assigned.
