RESPONSABILITES Responsabilité Assurer la mise en œuvre efficace et efficiente du projet ainsi que l’accompagnement des partenaires de mise en œuvre et la gestion des relations avec tous les partenaires du projet, en particulier les directions de l’action sociale, de l’éducation, les communes, les provinces, les autres ONGs évoluant dans l’éducation et la protection de l’enfant en situation d’urgence. Responsabilités spécifiques Coordonner le processus de planification et s'assurer que les activités du projet sont mises en œuvre conformément aux plans de travail et aux échéances approuvées ; Assurer que le projet est enregistré, géré et mis à jour régulièrement dans SAP et PMERL ; Assurer que la mise en œuvre du projet se poursuive dans le contexte de l’insécurité en respectant les protocoles et directives de sécurité émis ; Gérer l'équipe du projet ; Assurer la gestion de la convention avec les partenaires locaux de mise en œuvre ; Assurer l’accompagnement technique en matière d’éducation, de protection et de VBG en situation d’urgence avec un focus sur les filles, les enfants et les jeunes vivants avec un handicap ainsi que le suivi-évaluation et le renforcement des capacités du partenaire local de mise en œuvre ; Assurer que les Normes humanitaires fondamentales (CHS), le manuel SPHERE, INEE et les normes minimales pour la protection de l’enfant, de la lutte contre les VBG y compris l’EAS et de l’éducation dans l'action humanitaire sont prises en compte et que tout écart est documenté à travers l’appui technique ;  Participer à la gestion du partenariat avec le bailleur et la communication avec le bureau de Plan International Pays-Bas et Danemark ; Contrôler l’exécution des dépenses selon les lignes budgétaires approuvées ; Coordonner la planification et l’exécution des achats dans les délais du matériel de qualité ; Veiller à assurer un archivage de qualité de la documentation du projet et des pièces justificatives ; Veiller à ce que les normes de qualité les plus élevées soient maintenues, comme le précisent les Directives de Plan International et les standards sectoriels ; Veiller au respect de toutes les exigences convenues avec le bailleur ; Veiller à rendre compte de l’atteinte des résultats dans les délais au bailleur (mises à jour mensuels et des rapports trimestriels) ; Etablir et maintenir des liens avec les organisations gouvernementales, non gouvernementales, le/les cluster (s) (éducation, protection, VBG) et d'autres groupes pour améliorer l'image de Plan International, initier des partenariats et contribuer à la mobiliser de ressources.
