JOB TITLE: International Consultant – Nutrition and Food Systems TYPE OF CONTRACT: International Consultant (WAE), Level II UNIT/DIVISION: WFP Cambodia Country Office/Programme DUTY STATION (City, Country): Remote / Phnom Penh, Cambodia DURATION: Up to 46 working days, from 1 October 2025 through 21 December 2025. BACKGROUND: The World Food Programme (WFP) has been in Cambodia since 1979. The current WFP Cambodia Country Strategic Plan (CSP) 2024-2028 aims to complement and contribute to the Government’s efforts to achieve zero hunger through supporting social protection, climate and disaster risk management and food security and nutrition. As Cambodia experiences rapid economic growth, the country's nutrition landscape is undergoing significant transformation. Over the past decade, there has been remarkable progress—child stunting rates have dropped from 32% in 2014 to 22% in 2022. But this progress reveals a stark divide: while stunting among the poorest children remains high at 31%, it’s just 12% among the wealthiest. Despite these gains, malnutrition continues to affect many families, with 9.6% of children under five suffering from wasting. At the same time, a different challenge is emerging: overweight and obesity among women aged 15 to 49 have nearly tripled, rising from 11% to 32%, with rates increasing as women age. While the country’s economy flourishes, 8% of households still struggle to afford a nutrient-adequate food basket, and another 8% are forced to take out loans to access nutritious food. A shift toward promoting healthy, nutrient-rich diets is crucial, with an emphasis on increasing fruit and vegetable consumption, reducing unhealthy snacks and sugary drinks, and promoting fortified foods. WFP Cambodia is working to ensure nutrition is integrated across our portfolio to address this complex landscape. The current WFP Country Strategic Plan (2024-2028) in Cambodia aims to complement and contribute to the Royal Government of Cambodia’s (RGC) efforts to achieve zero hunger through supporting an integrated approach on nutrition, social protection (including homegrown school feeding), food systems, and disaster risk management. Three critical approaches underline the new CSP: social behavior change, systems strengthening, and evidence generation. PURPOSE OF THE ASSIGNMENT: WFP Cambodia is seeking an International Consultant to provide technical support on its nutrition and food systems portfolios. Specific assignments and deliverables are outlined below. Duties and responsibilities will include but not be limited to: The consultant will work under the direct supervision of the Head of Programme and in close collaboration with members of the nutrition and food systems teams in the WFP Country Office. The core responsibilities of the consultant will be as follows: 1. Provide inputs into the nutrition component of the project document for the ADB-led Smallholder Resilient Economic Development Sector Project (SREDSP): a) Provide inputs for the nutrition component of the SREDSP detailed project document, in collaboration with the WFP Nutrition Officer (SBC) and ADB Consultants. b) Ensure that the design aligns with other related initiatives, including the Cambodia Nutrition Project (CNP and CNP II), as well as the WFP-led and GAFSP-funded project in Mondulkiri Province (and the Mahob Brojam Krousar (Family Food Game) SBC campaign within this project). c) Estimated number of days: 12 2. Finalize proposal for the GAFSP 8th call for proposals for the PO-led window: a) Building on the first draft proposal developed by WFP Cambodia, work with the WFP Food Systems Officer and staff from Farmer Nature Network (FNN) to revise and finalize the proposal, based on feedback from WFP’s Headquarters. b) Estimated number of days: 8 3. Finalize advocacy tools linked to the updated Cambodia Food Systems Roadmap: a) Building on the updated Cambodia Food Systems Roadmap and draft advocacy tools / policy briefs for each of the six “game-changing actions”, work with relevant staff at WFP, UNICEF and FAO to update the finalize these tools / briefs. The Consultant will only be responsible for finalizing the briefs related to SBC, fortification and school feeding & school food environments. b) Estimated number of days: 7 4. Map out future engagement with MAFF on supply-side work for the school feeding programme: a) Develop a 2-4 page concept note with the current thinking on engagement with MAFF from 2026 onwards, considering the resources available and considering sustainability of the supply-side work for school feeding. b) Estimated number of days: 8 5. Provide technical guidance for Leland Fellow: a) Work with the Head of Programme to develop a work plan for the Leland Fellow, who is scheduled to join WFP Cambodia in mid-October. b) Together with the Head of Programme, provide supervision and guidance to the Leland Fellow, including joining monthly catch-ups with staff at the U.S. Congressional Hunger Center. c) 5 days 6. Other Tasks: a) Work with the Head of Programme and the nutrition & food systems teams on ensuring a smooth transition as the Consultant ends her assignment. b) Participate in discussions within the nutrition & food systems team as well as in cross-functional teams on relevant topics c) Support with potential resource mobilization, if and when opportunities arise (e.g. impact window of SDG Fund) d) Other miscellaneous tasks relevant to the above. Expected Main Outputs/Deliverables: 1. Nutrition component completed for project document for the ADB-led Smallholder Resilient Economic Development Sector Project (SREDSP) 2. Others: Oct – Dec 2025 for 6 days Total: 46 days QUALIFICATIONS & EXPERIENCE REQUIRED: Education: Master's degree in the field of international development, economics, public health nutrition, social sciences, or other related fields Experience: • At least 8 years of professional experience implementing, or supervising interventions related to nutrition-sensitive and specific programming, as well as food systems policies and programming; • Experience working with governments on developing nutrition and food systems policies and/or implementing nutrition / food systems programme; • Previous experience in Asia and the Pacific region a must; experience in Cambodia is highly desirable; • Demonstrable understanding of UN system and of WFP’s mandate, programmes and organizational arrangements in particular; • Strong team working, analytical and communication skills; • Demonstrated ability to propose strategic guidance(s) and new approach(s) in building and implementing nutrition and food systems programmes; • Demonstrated ability to produce high-quality written outputs and ability to present in English; • Availability in the project timeframe and proven track record of delivering high-quality products to clients on time and according to pre-defined deadlines.
