JOB SUMMARY
Devonport Naval Base is the largest Naval Base in Europe. It is a 650 acre site with 15,000 acres of water space, employing 12,000 people on site. The Base is primarily focused on delivering timely deep maintenance to the UK’s submarine fleet. It is also the operating home base for frigates, amphibious Ships, Royal Marines. It employs more than 10% of Plymouth’s workforce and contributes to 14% of Plymouth’s economy.
Devonport Naval Base is the nerve centre for the Royal Navy in the South West. It supports operations around the globe and provides the ships, submarines, people, and equipment to deliver the UK’s defence policy. This position is advertised at 37 hours per week. Flexible working is available by agreement with the line manager, but due to the nature of the role, candidates must be prepared to spend the majority of their time on site.
PERSON SPECIFICATION
The ideal candidate for this role will have extensive experience of working in a complex environment, with apparently conflicting requirements that need prioritising in order to find safe and efficient solutions to maintain operational output.
Candidates for this role must have experience of building relationships with and managing the expectations of multi-agency stakeholders.
You must be able to demonstrate problem solving ability and the vision to enable activity, looking for opportunities to deliver and meet NBC’s aim.
Successful candidates will have a demonstrable record of delivering results through drawing on the strengths of those working with them, who they do not have line management responsibilities for.
A background in Defence is desirable, but not essential, but candidates must demonstrate a knowledge of strategic defence aims in order to be able to successfully carry out this role.
An understanding of delivering Business Continuity is essential to this role and it is desirable to have experience in developing and exercising Business Continuity Plans.
The successful candidate will have to demonstrate strong communication skills in a variety of mediums.

NATIONALITY REQUIREMENTS

PRIMARY PURPOSE
To act as the Deputy to the Operations Cell Manager specifically in the day to day running of the Operations Cell, ensuring integration of all site activity in a safe and efficient manner.
To be accountable to the Joint Tactical Operations Cell Manager (JTOCM) for execution and delivery of Business Continuity and Site Resilience within HMNB Devonport
To undertake activities to enable effective Business Continuity and Site resilience Planning to enable continued delivery of outputs within HMNB Devonport, to include but not limited to:
Ensure the BCP is fit for purpose through regular stakeholder engagement and execution of BC training and validation exercises in line with PSYA guidance and in partnership with the NSA Business Continuity Plans and Events HEO.
As the base lead and subject matter expert for Business Continuity delivery, take the lead on providing advice to the Naval Base Commander and personnel as directed in the event of the BCP being enacted.
Lead the engagement with on and off-site stakeholders in the delivery of the HMNB(D) Business Continuity function.
Provide functional Line Management for the MOD Traffic Management Officer and oversight of the MOD Traffic management function in liaison with the Babcock counterpart.
Assist in the initial set up and training of the Integrated Command and Control Centre (ICCC) & Watchkeepers.
Be fully trained and prepared to backfill the ICCC rota in the event of staff absences.
Be fully conversant with the Operational Programme for ships and submarines in order to ensure site operations do not interfere with Operational delivery.
To further develop the operations site communications plan to ensure all site operatives are aware of whole site activity.
Assist the JTOCM in the delivery of the Operations Cell function and be prepared to act on the JTOCM’s behalf in their absence.
As required, deputise for the JTOCM on committees, sub-committees and working groups.
Assist the JTOCM in the production of Operational delivery report so the Naval Base Commander, Strategic Infrastructure Group, Submarine Delivery Agency and Industry Partner programme management boards as required.
Lead on developing the Ops Cell integration into conventional and nuclear site emergency responses.
Co-ordinate authorisation requirements for requests for Remotely Piloted Airborne Systems (RPAS).
Co-ordinate authorisation requirements for requests for use of the Disaster Relief Exercise Site.
Liaise with Babcock counterparts in the production of the weekly Ops Cell brief.
To be part of the voluntary NERO on call response set up.
