THE WORK YOU WILL DO:
Manager, Work Program Development & Operations/Finance and Administration/Office of Work Program & Budget
This position plays a critical role in directing the development and management of the Department’s Five-Year Work Program, which drives the delivery of transportation projects and services statewide. By providing guidance to districts and program managers, ensuring compliance with statutes and policies, and overseeing funding levels and program accuracy, the position helps align projects with the Finance Plan and budget. It also serves as a key liaison with executive leadership, external stakeholders, and legislative staff to ensure the Department’s priorities are effectively communicated and delivered.
YOUR SPECIFIC RESPONSIBILITIES:
This is a professional management position directing the activities of Work Program Development and providing guidance and training to Program Managers and technical professional analysts in the development and programming of the Department’s Five Year Work Program. This also includes: developing and managing the statewide Strategic lntermodal System (SIS), Bridge, Metropolitan Planning Organization Planning (MPO - PL), Local Government Assistance, Safety, Weigh Station, and Rest Area Programs. This position reports to the Office of Work Program Director. Specific duties and responsibilities include:
Provide direct assistance and guidance to each of the 7 Districts and the Turnpike Enterprise on development of their individual annual plans for programming consultants, construction, modal development, maintenance, and other programs. Monitor and report on the program as needed to ensure it is balanced to funds and the approved budget.
Direct the development, review, balancing, and distribution of the Department’s Five Year Transportation Plan (Work Program); prepare and publish Work Program Instructions; ensure the accuracy of information contained in the work program.
Direct the Work Program which controls the delivery of the Department’s projects and services and provides essential information to develop the Finance Plan and the Budget. Independent decisions made by the Manager determine the characteristics of, and schedule for, the Work Program development process.
Make decisions about the program funding levels available for the Department’s programs based on the Finance Plan, evaluates programming actions taken by the Districts and other program managers for compliance with statutes, rules and Department policies and determines how to present information on the Department’s program performance.
Serve as a primary contact on project inquiries and work program information for the Executive Office of the Governor, Legislative staffs, consultants, and other external parties. Coordinate responses for Executive Management on project phase information programmed in the Department’s work program.
Serve as the key liaison with the Central Office Statewide Program Managers and District Directors, Transportation Support and District Director, Transportation Development on all programming issues to ensure delivery of the Department’s Five Year Adopted Work Program. This includes overseeing the development, programming, and balancing of the Statewide Strategic lntermodal System (SIS) and Bridge Replacement Programs.
Initiate the annual roll forward and realignment budget amendments to ensure budget is requested and available to support the work program. Ensures the work program is developed and amended in accordance with Florida Statutes 339.135.
