Description Overview Tanaq Federal Services, LLC (TFS) is an Alaskan-village owned small business, certified under the U.S. SBA 8(a) program. TFS delivers professional support services, engineering and project management, facilities Operations & Maintenance (O&M), airfield support services, military munitions site management, and logistics support services to federal agencies and the Department of Defense. TFS is a subsidiary of the St. George Tanaq Corporation, an Alaskan Native Corporation (ANC) committed to serving Federal customers while also giving back to the Alaskan native community and shareholders. Position Summary Tanaq is seeking a UXO Safety Officer/Quality Control Specialist (UXOSO/QCS) to provide UXO support to a Vegetation and Target Management Services project at Fort Anderson-Pinn-Hill (A.P. Hill), VA. The areas requiring target removal/replacement are anticipated to have known or suspected Munitions and Explosives of Concern (MEC) and Material Potentially Presenting an Explosive Hazard (MPPEH) contaminated (i.e., medium to high MEC risk). Accordingly, the team will employ the use of robotic technologies for target removal/replacement unless site conditions (i.e., excessively steep grades, adverse soil conditions, etc.) preclude the use of such technologies. The removed targets will be transported to an area for inspection and final disposition. This is a temporary, 100% onsite position in A.P. Hill, Virginia. This position is contingent on contract award. Responsibilities Perform reconnaissance, classification, and identification of UXO. Identify all types of military munitions, including possible fuzes and their condition, armed or unarmed. Inspect, certify, and/or verify Material Potentially Presenting an Explosive Hazard (MPPEH) for the presence of explosive safety hazards. Operate personnel decontamination stations. Determine precise location in field environment using a variety of techniques such as use of global positioning equipment, or basic land navigation techniques using topographical map and compass. Assist in the preparation of risk and hazards analyses. Conduct daily site safety briefings and UXO safety trainings. Oversee the safe conduct of all on-site UXO related operations. Analyze operational risks, explosive hazards and safety requirements. Establish and ensure compliance with all site-specific explosive operations safety requirements. Enforce personnel limits and safety exclusion zones for explosives-related operations. Conduct, document, and report the results of safety inspections to ensure compliance with all applicable explosives safety policies, standards, regulations and codes. Ensure all protective works and equipment used within the exclusion zone are operated in compliance with applicable DoD policy, DDESB approvals, and Federal, state, and local health and safety statutes, regulations and codes. Conduct and document quality control audits of all explosive operations for compliance with established procedures. Maintain a daily logbook of activities, work performed, requisite site documentation. Collect and verify project personnel certifications. Review and maintain UXO and equipment operator certifications and qualifications. Work closely with project management, SUXOS and UXO Tech III as part of quality the team. Develop, implement, and maintain an effective QC system. Develop and implement the project’s quality control (QC) plan and processes, from “plan-do-check-act” through final review, for MEC-related activities in accordance with applicable requirements. Conduct and document QC audits of MEC-related activities for compliance with applicable requirements and prepare QC reports. Generate, collect and review Project QC documentation (e.g., daily QC reports) throughout the life of the project. Review all documents, submit for project team peer review, then perform a QC review to ensure overall quality and completeness. Conduct daily inspections of the progress during field activities, particularly in vegetation and target management zones, and document them in daily QC reports. All inspections will align with any government’s QASP. Identify, document, report and ensure completion of all corrective actions to ensure all explosive operations comply with requirements. Ensure resolutions are implemented and validated through follow-up inspections. Identify, document, report, and ensure completion of corrective actions to ensure MEC-related activities are in accordance with applicable requirements. Ensure compliance with DoD Military Service- and/or DDESB-approved site plans. Conduct inspections and corrective actions in accordance with the QASP. Integrate real-time inspections with structured corrective action procedures and align with government oversight to ensure quality is not only maintained but continuously improved throughout the life of the project. Implement the following Metrics for Inspection & Corrective Action Procedures: Inspection Compliance Rate, Corrective Action Closure Time, Repeat Issue Rate, Defect Rate per Surveillance Event, and Inspection Documentation Accuracy. Ensure Anomaly Avoidance techniques are implemented for all activities, including surveying and mapping, environmental and natural resource assessments, surface and subsurface sampling, boring and drilling, groundwater monitoring, installation of signs and fences, etc. Perform an initial MEC safety assessment along with SUXOS to ensure the movement of targets from the target position did not increase the potential explosive safety hazards to site personnel performing work after the target was removed from the target position. This includes performing a visual inspection of/over the target in attempt to identify any MEC/MPPEH that could become dislodged and then relocate or reposition to another location within the target. After the targets are removed to designated staging area, inspect, clear, and certify the targets as Material Documented as Safe (MDAS) via a DD Form 1348-1A. The materials will be twice inspected (Certified and Verified) by the SUXOS (Certifier) and the UXOQCS (Verifier); additionally, if warranted the on-site Ordnance and Explosives Safety Specialist (OESS) will be notified. The DD Form 1348-1A will be signed in the signature block listing the name, position and date of the inspection. Document all MEC and MPPEH found in the project areas and notify the Range Control Fire Desk. Complete and submit detailed reports. Ensure all activities in areas potentially containing MEC and MPPEH hazards are conducted in full compliance with Dept of the Army, state and local requirements regarding personnel, equipment and procedures, and DoD SOPs and safety regulations, as well as all local, state, and federal laws, regulations, publications, manuals, policies and procedures. Attend and ensure all UXO team members attend an in-person UXO brief conducted by the FWVA Range Safety Specialist and sign a Hold Harmless Agreement prior to the start of any work. Take and ensure all UXO team members take the 3Rs safety training and provide UXO support that meet minimum qualifications for personnel conducting munitions and explosives of concern-related activities as outlined in the DoD Explosives Safety Board TP 18 prior to the commencement of on-site work. Maintain certificates of completion and ensure training is updated annually. Ensure that subcontractors, suppliers, and support personnel follow all safety and health provisions established in the approved Accident Prevention Plan (APP) for each site as well as the Safety and Health Program. Other responsibilities may include Develop and implement the MEC-specific sections of the Quality Assurance Project Plan (QAPP) for all explosive related operations Operate and maintain air-monitoring equipment required at sites known or suspected for airborne contaminates Develop and implement approved explosives and UXO health and safety program in compliance with applicable DoD policy and federal, state, and local health and safety statutes, regulations and codes Assist in the inspection of Material Potentially Presenting an Explosive Hazard (MPPEH) for the presence of explosive hazards Construct UXO related protective works Requirements Required Qualifications and Experience Minimum 8 years prior military EOD and/or 10 years of commercial UXO experience in munitions response actions or range clearance activities. Ability to work at various project locations at Fort Walker, VA as part of essential duties. Candidate must have valid driver’s license in good standing, HAZMAT endorsement preferred. Successfully completed training as a quality professional (i.e., International Standards Organization 9001 internal auditor, American Society of Quality Certified quality auditor); OR 2. Possess a quality-professional certification by a recognized organization (e.g., U.S. Army the Corps of Engineers and Naval Facility Engineering Command Training Course Construction Quality Management for Contractors; OR 3. Received company- and project-specific QC training and work under the supervision of a certified quality professional.
