Salir a terreno, cuando sea posible, sin delegado y en acompañamiento del personal residente CICR. Desarrollar y mantener una red de contactos con interlocutores pertinentes en el terreno y compartirlo con Jefatura y el delegado de la ZOP. Informar a la población sobre las actividades y el mandato del CICR durante las salidas al terreno. Contribuir proactivamente con información y análisis a los diferentes informes preparados por los diferentes miembros de los equipos terreno. Conjuntamente con el delegado encargado de la zona y el equipo, evaluar la situación general de seguridad antes de cada salida (Briefing). Coordinar con el equipo de Jefatura (en particular JdSD, JASD y AdT) y Responsable LOG para asegurar los requisitos mínimos de seguridad. Garantizar el transporte seguro de personas y bienes, conforme a las normas y reglamentos del CICR, así como de las leyes de tránsito nacionales, adaptando la conducción a las condiciones del terreno. Asegurar que el vehículo asignado a su cargo se encuentre en óptimas condiciones, especialmente en temas de combustible, limpieza, equipo de carretera, herramientas, documentación requerida y demás. Reportar inmediatamente al responsable de flota en caso de daño, accidente/incidente de tránsito e infracciones de tránsito. Responsabilidades Específicas Salidas a Terreno   Aconsejar el delegado(a) y personal residente sobre la situación sociopolítica, la dinámica del conflicto y de los intereses estratégicos de la zona cubierta, incluyendo briefings para nuevos colegas.  Salir al terreno sin delegado y en acompañamiento de personal residente CICR a realizar salidas, tareas puntuales o misiones cortas. Evaluar la situación humanitaria y recolectar información pertinente sobre la situación del conflicto en la(s) zona(s) cubierta(s); y contribuir con información y análisis para la elaboración de los respectivos reportes de estos temas cuando se les requiera, incluido reportes de zonas sospechosas CpA. Desarrollar y mantener una red de contactos pertinentes. Tener activa participación en reuniones previas y posteriores a la salida. (planificación, briefing y debriefing) Organizar todo el material institucional (difusión, folletos, satelital, etc), necesario para las salidas a terreno. Apoyar la preparación de la programación de las salidas, así como la Hojas de Salida. Participar proactivamente de las reuniones mensuales de zonas (planificación). Apoyar al manejo de tiempo durante las salidas. En coordinación con el/la responsable de salida, diligenciar y tramitar los avances de trabajo necesarios para las salidas. A través de su red de contactos local, apoyar en el mapeo de proveedores LOG, identificando y compartiendo perfiles adecuados de proveedores. Conocer y aplicar reglas financieras y solicitar a proveedores la documentación requerida para la adquisición de bienes y servicios (RUT, Cámara de Comercio, Factura electrónica, Retención en la fuente, Certificación bancaria, etc). Responsabilidades Específicas Seguridad Mantenerse informado sobre la situación de seguridad en la zona cubierta. Informar al JdSD - Jefe de Subdelegación, JASD - Jefe Adjunto Subdelegación, AdT - Asesor Terreno, Responsable LOG - Logística y otros colegas, según pertinente, de hechos acontecidos en el terreno que pudiera afectar o afectaron a la seguridad y a la movilidad del equipo. Tomar contactos en las zonas para poder apoyar la triangulación de la información antes, durante y después de las salidas, en particular sobre condiciones de seguridad y movilidad. Velar en todo momento por la seguridad del equipo, sea con o sin delegado(a). Conocer y aplicar las reglas de seguridad y aconsejar al delegado(a) / equipo en función de la situación encontrada en el terreno. Apoyar los procedimientos de la comunicación con la Radio Room (Celular, radio HF/VHF, Satelital) durante las salidas al terreno, además de capacitar y actualizar a los colegas sobre el manejo de estos. Participar activamente en las reuniones de terreno u otras que se realicen para este fin. Responsabilidades Gestión Eficiente de los Vehículos Verificar el estado mecánico de los vehículos antes, durante y después de cada recorrido. Reportar al responsable LOG los servicios de transporte (módulo Dispatch Management), las facturas por los consumos de combustible y los servicios de mantenimiento para vehículos y/o generadores para ser ingresadas al fleetwave. Realizar mantenimiento e inventario del vehículo asignado (herramientas, equipo de carretera). Asegurar la carga y revisar la documentación de transporte correspondiente. Verificar el buen funcionamiento general y la buena condición de la carrocería del vehículo, en términos de latonería y pintura. Velar por el mantenimiento del vehículo asignado garantizando que se realicen completos y oportunamente, según lo descrito en el Plan de Mantenimiento para los vehículos del CICR. Verificar el buen funcionamiento del equipo (HF, VHF, teléfono-satelital), y seguir las instrucciones dadas por el Dpto IT cuando se presenten fallas en los radios. Asegurar la limpieza y el buen estado de los vehículos asignados. Reportar inmediatamente al responsable de flota en caso de accidente o problemas/fallas técnicas del vehículo o pérdida de equipo. Estar a cargo del kit de emergencia básico y asegurar que se lleve a todas las salidas al terreno. Responsabilidades Adicionales Tener excelente conocimiento de las modalidades de trabajo del CICR en protección. Participar en reuniones con interlocutores. Compartir información pertinente con todos los departamentos. Hacer difusiones básicas a la población civil sobre el CICR: Principios fundamentales, Metodología de trabajo, Seguridad y Actividades. Participar de manera activa en distribuciones de los departamentos CICR que entregan asistencia a la población Estar pendiente de la ruta de atención en Salud, CpA - Contaminación por Armas y desplazamiento. Diligenciar y tramitar los avances de trabajo necesarios para las salidas, además de conocer/actualizar las cuentas contables y centros de costos para su respectiva legalización. Logística  Apoyar en la realización de los diferentes pagos, compras y cotizaciones según necesidad, así como en labores de mensajería. Organizar el material de todos los aspectos logísticos para las salidas al terreno considerando ubicaciones, interlocutores, rutas, distancias y tiempos requeridos. Apoyar en el cargue y descargue de los elementos necesarios y materiales para las salidas al terreno. Apoyar en las mudanzas de bienes de los diferentes inmuebles de la Subdelegación. Gestión eficiente de la flota de vehículos: Verificar el estado mecánico de los vehículos antes, durante y después de cada recorrido. Reportar al responsable LOG los servicios de transporte (módulo Dispatch Management), las facturas por los consumos de combustible y los servicios de mantenimiento para vehículos y/o generadores para ser ingresadas al fleetwave.
