Description

SUMMARY

This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific eligibility requirements per VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) & eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after review of the EDRP application. Former EDRP participants ineligible to apply.

QUALIFICATIONS

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:

  • United States Citizenship: Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3.g.).
  • Education: Hold a master’s or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. CACREP defines the date when graduates are considered to have graduated from a CACREP accredited program. Additional information may be obtained from http://www.cacrep.org/directory/. NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling.
  • Licensure: Persons hired or reassigned to LPMHC positions in the GS-0183 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment. NOTE: It is VHA policy that a LPMHC who does not yet have a license that allows independent practice must be supervised by a licensed independent practitioner of the same discipline who is a VA staff member and who has access to the electronic health record. An independent license must be obtained within three years of appointment or
  • Exception: VHA may waive the licensure requirement for persons who are otherwise qualified, pending completion of state prerequisites for licensure. This exception only applies up to the full performance level. For grade levels at or above the full performance level, the candidate must be licensed.
  • The appointing official may waive the requirement of licensure for a period not to exceed 3 years for a LPMHC that provides care under the clinical supervision of a licensed LPMHC who is at or above the full performance level. This exception only applies at the entry level (GS-9). For grade levels at or above the full performance level, the candidate must be licensed.
  • Failure to Obtain License: In all cases, LPMHCs must actively pursue meeting state prerequisites for licensure starting from the date of their appointment. Failure to become licensed within three years from date of appointment will result in removal from the GS-0183 LPMHC series and may result in termination of employment.

English Language Proficiency: LPMHCs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3.j.

Responsibilities

DUTIES

The incumbent is assigned as a Licensed Professional Mental Health Counselor in the Mental Health Clinic (MHC) under the Ambulatory Care section of the Mental Health Service (MHS).

DUTIES INCLUDE, BUT ARE NOT LIMITED, TO:

GS-9: This position requires initiative and the ability to prioritize tasks under clinical supervision. The incumbent works with Veterans diagnosed with mental health and/or substance use disorders, delivering entry-level evidence-based therapeutic services including individual, family, and group counseling, case management, and care coordination.

Clinical Functions:

  • Conducts initial bio-psychosocial assessments.
  • Assists in developing individualized treatment plans in collaboration with the interdisciplinary team.
  • Implements evidence-based interventions for individuals, families, and groups.
  • Coordinates referrals and community-based services, including other VA programs, federal/state services, and community resources.
  • Monitors patient progress and treatment outcomes, documenting in the electronic health record.
  • Supports emergency/crisis procedures, including triage, coordination of psychiatric admissions, and contact with family members when needed.
  • Builds effective therapeutic relationships with Veterans and families from diverse backgrounds.

Administrative Duties:

  • Participates in team meetings, staff development activities, and local initiatives as directed.
  • Keeps the supervisor informed of clinical challenges and proposed solutions.
  • Seeks guidance appropriately while also demonstrating initiative in managing assigned responsibilities.
  • Engages in ongoing professional development relevant to mental health counseling.

GS-11: This position requires initiative on behalf of the incumbent and the ability to prioritize tasks without immediate supervision. The position requires extensive work with veterans diagnosed with mental illnesses and substance use disorders. The Veterans will receive a variety of evidence-based therapeutic services such as individual, family, and group psychotherapies, case management and service coordination. The incumbent provides these services at an independent practice level to eligible Veterans to meet biological, psychological, social and environmental needs.

Clinical Functions:

  • Assesses and treats the complicated psychosocial problems of Veterans with a wide range of mental health diagnoses and conditions.
  • Independently conducts bio-psychosocial assessments. Develops treatment plans in collaboration with the veteran/family and with the interdisciplinary treatment team. Possesses the skills needed to offer psychosocial interventions and measures outcomes to interventions. Able to coordinate community-based services, including information and referral for additional services from other VA programs, other government programs and community agency programs.
  • Establishes and maintains effective therapeutic relationships with veterans and their families. Incumbent is able to independently work with patients and families who are experiencing a variety of psychiatric, medical, and social problems utilizing individual, group and family counseling and therapy skills. Contributes to interdisciplinary care planning conferences, and team huddles/meetings.
  • Independently provides consultation services to other staff regarding the psychosocial needs of Veterans and the impact of psychosocial problems on health care and adherence to treatment plan. Incumbent is able to communicate effectively, both orally and in writing, with people from varied backgrounds.
  • May provide clinical supervision over the clinical practice of an unlicensed LPMHC or LPMHC trainee.

Administrative Duties:

  • Serves on committees, workgroups, and task forces at the facility, VISN, and/or VA Central Office levels.
  • Responsible for furthering one’s own professional growth through education, appropriate to area of assignment, and providing coverage during absences of other therapists in the work unit.
  • Participates in interdisciplinary team meetings, appropriate facility meetings, and Social Work meetings. Shares knowledge and experiences gained from own clinical practice, and education relevant to the field of Social Work.
