TITLE: Principal Assistant (Finance and Accounting) LOCATION: Deployable Air Command & Control Centre (DACCC) GRADE: G15 SECURITY CLEARANCE: NATO S E C R E T VACANCY N°: OKK GXBX 0020 1. POST CONTEXT The Deployable Air Command & Control Centre (DACCC) mission is three-fold: to prepare and enable the deployment of the Deployable Air Control Centre, Recognised Air Picture Production Centre and Sensor Fusion Post (DARS); to train and prepare the Deployable Air Operations Centre (D-AOC) personnel to supplement the NCS JFAC HQ at Ramstein and, if the need arises, to supplement any forward deployed AirC2 elements; and, to conduct initial functional and specific AirC2 training for AirC2 personnel, (for the NCS JFAC HQ, and NFS and Partner nation AirC2 communities). A Deployable Sensors Branch (DSB) is also included in the DACCC. The Command Group is responsible for the Deployable Air Control Centre, Recognised Air Picture Production Centre and Sensor Fusion Post (DARS) and Deployable Air Operations Centre (D-AOC), and their appropriate preparation for operations, the forward deployment of elements, and the training of selected personnel for JFAC and operations. The Finance and Contracting Office is responsible for financial planning, budget execution, acquisition support and reporting. The incumbent is responsible to assist the Director of A8/AIRCOM Financial Controller in the daily budget execution of its financial activities to ensure the integrity of DACCC’s financial controls, accounting, reporting, travel orders and claims processing to ensure that proposed commitments are within the available funds, for the purpose approved in the budget, in accordance with all NATO relevant rules or regulations and supported by adequate justification and documentation. This post reports to: OAC BXFX 0010 - Branch Head (Finance and Accounting) - A3/G17 OKK GXBX 0010 - Office Head (Finance and Purchasing) - OF-4. 2. DUTIES Establishes inputs into NATO's automated finance accounting system to execute the international budgets and exercise budgets. -Reviews proposed commitment of fund requests and contracts for the expenditure of international funds, to ensure availability of funds, propriety of the proposed expenditures and compliance with the NATO financial rules and regulations. -Controls all payment requests (reimbursable transactions) concerning all international budgets and exercise budgets and performs limited fiscal audit on the related headquarters’ agencies, when required. -Maintains the integrity of DACCC accounts to reflect approved budgetary credits, expenditures authorised and committed, sums payable and receivable, payments and receipts. -Determines accounting classification of all finance and accounting transactions. -Reconciles the DACCC revenue and expense accounts with HQ AIRCOM Finance and Accounting staffs. -Controls, reviews and analyses all finance and accounting related reports and takes necessary actions, if required. -Controls international duty travel and hospitality fund related transactions. -Manages the day-to-day financial administration execution of the DACCC assigned budget allocations. -Performs finance training for the DACCC BUDFIN staff, fund managers and NAFS users. -Issues and updates financial directives for the need of the DACCC. -Solves DACCC finance and budget resource problems. -Coordinates and manages finance operations with internal NATO and external organisations. -Coordinates with AIRCOM A8 and executes the DACCC’s year-end financial procedures with local staffs and provides inputs to AIRCOM A8. -Prepares periodic financial reconciliations and inputs relating to DACCC for AIRCOM financial statement and disclosure notes, and other reports. -Establishes local DACCC finance policies related to budget execution, accounting, IPSAS and advice on correct application of the financial procedures. -Assists AIRCOM A8 in training DACCC finance staffs and Property Accounting Officer (PAO) in International Public Sector Accounting Standards (IPSAS) accounting and providing status reports. -Assists the AIRCOM A8 in conducting reviews and analysis of DACCC financial data and takes or coordinates corrective action to resolve errors and imbalances. -Assists the AIRCOM A8 Branch Head (Financial Accounting) and ACO in executing accounting principles, procedures and coordinates routine and non-routine accounting matters impacting the annual AIRCOM financial position and/or performance with other DACCC staff elements and other NATO entities. -Due to the limited size of the DACCC BUDFIN branch, the incumbent will be required to assist BUDFIN staff within Segregation of Duties framework and/or deputise and represent the CAOC BUDFIN Chief during his/her absence. -Provides reach-back BUDFIN support to HQ AIRCOM JFAC. - Provides finance and accounting support to MWA in keeping financial data updated on locally produced excel workbook, bringing together data provided by MWA personnel and producing year end accounts for MWA. Budget Authority - Incumbent is responsible for execution of the DACCC budget, delegated and reimbursable budget(s) and recommends budget transfers to be executed in the automated financial system. Decision Authority - Incumbent decision authority in pre-screening eligibility of requests for common funding during DACCC budget execution. The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract. The work is normally performed in a Normal NATO office working environment / Secure office environment with artificial light and air (e.g. Bunker). The incumbent may be required to undertake operation deployments and/or TDY assignments both within and without NATO's boundaries. Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days,and may be on short notice. For NATO International Civilian Staff, acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required. Normal Working Conditions apply. QUALIFICATIONS AND EXPERIENCE ESSENTIAL University Degree in finance, accounting, business administration, economics, public administration, management or related discipline and 2 years function related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience. Minimum of 4 years successful performance in a finance-related field in a management position, which must include at least 2 years of supervisory duties. Integrity, loyalty creditability, attention to details and accuracy are essential. • Managerial Responsibilities: -Acts as DACCC subject matter expert in oversight, guidance, advice, problem solving, assistance and coordination in the functional area of budget execution, financial reporting and accounting. -In the absence of the Budget Chief (Budget and Finance) provides financial oversight, advice, problem-solving, assistance and coordination on a broad spectrum of DACCC financial matters with DACCC management, fund managers, property accounting officer(s), exercise or PwP activities project officers. -Dependent upon the requirements may be required to direct and supervise the work priorities of an adhoc or permanent team within the functional area. • Professional Contacts: There is a wide variety of internal and external contact with NATO organizations, HQ personnel, HQ AIRCOM, Host Nation and business organizations that require adaptive thinking, understanding, sensitivity, tact, and persuasion. • Contribution To Objectives: -Allocates and manages financial resources in support of the headquarters’ missions and priorities. The successful accomplishment of the financial administration is considered a vital contribution to the successful achievement of objectives, financial credibility and the smooth daily operations of the Headquarters and subordinate activities. The policy and procedures developed by the office impacts a wide range of support activities across the DACCC. Proactive analysis of transactions impacting the HQ AIRCOM financial statements, trends and detailed coordination with fund managers is imperative to the efficient use of limited resources. Provides financial approval to actions that lead to legal liabilities against the headquarters and NATO. Reviews all requests to commit HQ funds. Incumbent decision authority permits the approval commitments up to two times the Established Financial Limit (EFL) A plus the authorization of payments and collections. The incumbent contributes significantly to the effective financial management, participation in solving financial problems and the accurate accounting of international funds on behalf of NATO nations and military commanders. In doing so, the incumbent is the final checker in the process to cost-effectively utilized limited funds. The incumbent contributes to mission objectives by establishing, monitoring and improving the supply, travel, procurement, and fiscal procedures along with the DACCC-wide use of the automated finance accounting system. The finance and accounting branch also provides direct support of smooth, daily operational mission objectives through support to various peace-time and deployed Headquarters activities, Exercises and PWP activities, which frequently are conducted out of country, and travel requirements for DACCC individual travelers. Failure to fully achieve success in all aspects of this effort would have a negative effect on achievement of the Commander’s plans, policies, and objectives in all functional elements of the Headquarters. The successful accomplishment of these tasks will directly contribute to the Commander’s ability to exercise C3 functions in accordance with his operational and funding priorities. • Supervisory Responsibilities: Dependent on requirements may be required to direct and supervise the work priorities of a DACCC “ad hoc” or permanent team. 5. CONTRACT The successful candidate will receive a three-year definite duration contract which may be followed by an indefinite duration contract. NATO-serving staff members will be offered a contract in accordance with the NATO Civilian Personnel Regulations (NCPRs). The basic entry-level monthly salary for a NATO Grade G15 in Italy is Euro 5,879.80 which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20%25 for pension and medical insurance contributions.. 6. Responsibilities

The incumbent assists the Director of A8/AIRCOM Financial Controller in daily budget execution, ensuring financial integrity, compliance with NATO rules, and proper processing of commitments, reporting, travel, and claims. Duties include executing international and exercise budgets, controlling fund requests, maintaining account integrity, reconciling accounts, and performing finance training for staff.
